The Joint Counterintelligence Training Activity (JCITA) is a Department of War joint training organization. JCITA serves as the DoW’s central authority for standardized counterintelligence (CI) training, education, and professional development across the military services, combatant commands, and select interagency partners. Its mission is to develop, deliver, and sustain joint CI training programs that prepare military, civilian, and contractor personnel to detect, deter, and defeat foreign intelligence threats targeting U.S. forces, operations, technologies, and national security interests.
JCITA designs and executes advanced, and specialized CI courses covering areas such as counterespionage, insider threat detection, CI collections and investigations, counterintelligence support to operations, offensive and defensive CI methodologies, cyber-enabled threats, and analytic tradecraft. The organization ensures training standardization across the joint force while integrates real-world threat intelligence into curriculum, and maintains alignment with DoW doctrine, policy, and operational priorities.
Position Summary – Counterintelligence Subject Matter Expert (CI SME – ASCC)
The CI SME (ASCC) serves as a senior Counterintelligence analytical instructor and subject matter expert responsible for delivering advanced classroom instruction that prepares CI analysts to independently apply analytical tradecraft principles, methodologies, tools, and techniques in support of complex counterintelligence activities. This role ensures analysts are equipped to provide accurate, timely, and mission-relevant analytical support across the full spectrum of CI operations.
The CI SME develops and delivers rigorous platform-based and applied analytical training designed to strengthen critical thinking, structured analytic techniques, and intelligence production standards. The incumbent evaluates and assesses student performance during practical exercises and applied analytical activities that may exceed eight (8) hours per day, ensuring mastery of tradecraft and adherence to professional standards.
Required Qualifications:
This position requires demonstrated experience conducting, instructing, and/or supervising CI analysis in compliance with Intelligence Community (IC) Directive 203 standards. The CI SME must possess extensive operational experience as a CI Analyst conducting, supervising, or instructing strategic CI analysis or analytical support to complex CI activities, including Offensive CI Operations, CI Collection Activities, CI Investigations, and CI Functional Services at the Expert level, as well as experience aligning to the Mid level.
Candidates must be graduates of an accredited all-source intelligence analyst course, such as the DIA Foundational Professional Analyst Career Education (PACE) program, or an equivalent DoD or U.S. Government Intelligence Community school.
The ideal candidate combines deep operational analytical experience with proven instructional capability, enabling them to translate complex CI analytical requirements into practical, standards-based training that enhances analyst performance, mission effectiveness, and compliance with Intelligence Community tradecraft standards.

The likely salary range for this position is $124,093 - $166,750. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
