Job Description

Seize your opportunity to make a personal impact supporting the Case Management Modernization (CMM) Program. The CMM program is an initiative to support the Administrative Office of the US Courts (AO) in developing a modern cloud-based solution to support all 204+ federal courts across the United States.

The Business Process Analyst will be part of the CMM Data Modernization and Governance team responsible for delivering an integrated data governance, engineering, data platform, reporting, analytics, and Artificial Intelligence (AI)/Machine Learning (ML) capabilities that support operational decision-making and fulfill AO's data and analytics objectives in support of the CMM program.

The successful candidate will be responsible for analyzing business processes, operating models, and workflows and translates CMM data governance requirements into practical operational processes, procedures, controls, and workflows to accelerate CMM modernization efforts. The role serves as a bridge between business stakeholders, governance teams, data stewards, and technology teams to ensure governance requirements are effectively embedded into day-to-day operations.

THE BUSINESS PROCESS ANALYST WILL EXECUTE THE FOLLOWING RESPONSIBILITIES:

  • Analyze current-state business processes, workflows, procedures, and data interactions.
  • Identify opportunities to integrate data governance into operational business processes.
  • Translate data governance policies, standards, controls, and requirements into operational workflows and procedures.
  • Develop current-state and future-state process models.
  • Identify process gaps, inefficiencies, redundancies, risks, and governance weaknesses.
  • Define business process requirements for data collection, creation, validation, access, sharing, use, retention, and disposition.
  • Work with Data Owners and Data Stewards to establish governance responsibilities within business processes.
  • Define business rules, process controls, decision points, handoffs, and escalation procedures.
  • Document standard operating procedures (SOPs), work instructions, process maps, process flow diagrams for governance-related processes, and operational playbooks.
  • Facilitate workshops and interviews with business and technical stakeholders to gather requirements and validate proposed process changes.
  • Partner with Data Governance, Data Quality, and IT teams to embed governance controls and requirements into business processes and systems.
  • Translate business needs into actionable requirements for data, governance, analytics, and technology teams.
  • Support implementation of governance controls within business workflows and applications.
  • Assess impacts of new governance policies and standards on existing business processes.
  • Support change management and organizational adoption of new governance processes.
  • Define process performance measures and identify opportunities for continuous improvement.
  • Support process automation opportunities where appropriate.
  • Maintain process documentation and ensure alignment with evolving governance requirements.
  • Facilitate cross-functional collaboration to resolve process and governance issues.

QUALIFICATIONS:

  • Education: Technical Training, Certification(s), or Degree required; BA/BS or MA/MS strongly preferred.
  • Experience: 8+ years of general experience in information systems required; 9+ years of experience with BA/BS or 7+ years of experience with MA/MS strongly preferred.
  • 7+ years of specialized experience in supporting the product owner and agile team, eliciting business needs, maintaining user stories in the backlog, writing and maintaining technical documentation, modeling business processes and system requirements, architecture, and data.
  • Demonstrated experience in supporting enterprise data governance programs.
  • Experience translating governance policy into practical operational processes in delivery environments.
  • Experience governing high-sensitivity or regulated data with clear compliance expectations.
  • Experience with access management and operationalizing privacy requirements.
  • Experience partnering with security, governance, and engineering teams to implement compliant data sharing.
  • Strong process mapping, documentation, and business analysis skills.
  • Excellent facilitation and stakeholder management skills, with the ability to work across business and technical teams.
  • Ability to translate policy and governance requirements into clear, actionable operational procedures.
  • Strong communication skills, including development of training and change management materials.
  • Analytical mindset with strong problem-solving and organizational skills.
     

Preferred Qualifications

  • Experience in Federal Government or regulated environments.
  • Experience with enterprise data governance frameworks and operating models.
  • Process mapping tools (e.g., Visio, Lucidchart, BPMN-based tools).
  • Collaboration and documentation platforms (e.g., SharePoint, Confluence).
  • Project/workflow management tools.

Security Clearance Level: Must be able to pass a background check to obtain a position of Public Trust.

Salary and Benefit Information

The likely salary range for this position is $127,500 - $172,500. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
