Scrum Master

Position Summary
The Scrum Master is a key personnel role responsible for leading all Scaled Agile Framework (SAFe) activities across the AWAKEN Enterprise. This position facilitates PI Planning, Sprint Planning, Sprint Reviews, backlog management, cross‑team coordination, and strategic enterprise planning events, ensuring alignment between technical teams, senior leadership, and the AWAKEN mission.

The Scrum Master ensures disciplined Agile execution, drives continuous improvement, and enables synchronized delivery across engineering, cybersecurity, operations, testing, deployment, and configuration management teams.

As AWAKEN transforms into a cloud‑native, Zero‑Trust, scalable learning network, the Scrum Master ensures synchronized, efficient, and predictable delivery across all technical domains. Through skilled facilitation, disciplined execution, and enterprise engagement, the Scrum Master accelerates AETC’s mission of delivering world‑class training and connectivity to Airmen across the United States.

Location: San Antonio area; located within 25 miles of JBSA‑Randolph, TX
Clearance: Ability to obtain and maintain a Secret clearance
Customer: Air Education and Training Command (AETC), United States Air Force

Key Responsibilities

SAFe Leadership & Agile Cadence Management

  • Lead and facilitate all SAFe ceremonies, including PI Planning, Sprint Planning, Daily Standups, Sprint Reviews, and Retrospectives.
  • Manage the enterprise backlog, ensuring priorities are aligned with mission requirements, technical dependencies, and Government direction.
  • Enable cross‑team coordination across cloud, network, security, helpdesk, testing, and deployment teams to maintain clear communication, shared understanding, and synchronized schedules.
  • Remove blockers, resolve dependencies, and escalate critical risks to the Program Manager and Government stakeholders.

Program & Technical Coordination

  • Partner closely with Program Manager, Senior Solutions Architect, Senior Network Engineer, Senior Cloud Architect, ISSM, Configuration Manager, and Testing/Deployment Manager to support enterprise‑wide planning and execution.
  • Coordinate Agile artifacts required for Configuration Control Boards (CCBs) and ensure backlog changes align with configuration governance and the enterprise baseline.
  • Support preparation for Program Management Reviews (PMRs) by providing progress updates, sprint metrics, velocity trends, risks, and mitigation strategies.
  • Ensure alignment of Agile deliverables with Government technical, engineering, and security expectations.

Backlog & Requirements Management

  • Work with business analysts, engineers, and Government Technical Leads to ensure user stories, requirements, acceptance criteria, and estimates are well‑defined and mission‑aligned.
  • Maintain backlog hygiene and prioritize features that support AETC training, network expansion, security improvements, and customer experience initiatives.
  • Ensure new requirements are appropriately scoped, estimated, and communicated to all impacted teams.

Continuous Improvement & Quality Delivery

  • Promote Agile best practices and SAFe principles across all AWAKEN teams.
  • Facilitate process improvement discussions and recommend changes that enhance delivery speed, quality, and predictability.
  • Drive transparency in work progress using Jira/Confluence (or equivalent tools) to ensure visibility for Government and contractor leadership.
  • Maintain alignment with performance metrics, security requirements, and enterprise modernization goals.

Collaboration & Government Engagement

  • Act as a trusted leader and facilitator, engaging directly with the COR, AWAKEN Government Technical Leads, and stakeholders across varying technical backgrounds.
  • Support enterprise planning events and ensure communication pathways between contractor teams and Government representatives remain clear and consistent.
  • Coordinate with the Testing/Deployment Manager and engineering leads to ensure pre‑deployment testing completes in alignment with sprint timelines and release plans.

Required Qualifications

  • Bachelor’s degree in Information Systems, Engineering, Business, or related field (or equivalent experience).
  • 10+ years of experience supporting Agile software/IT delivery programs, including 3+ years as a Scrum Master or Agile facilitator.
  • Experience leading Agile teams using SAFe within complex, multi‑layered enterprise environments.
  • SAFe Scrum Master (SSM), SAFe Advanced Scrum Master (SASM), Certified ScrumMaster (CSM), or similar certifications.
  • Demonstrated success coordinating cross‑functional technical teams and managing competing priorities.
  • Participate in PMRs and CCBs; maintain Team’s progress via agile based metrics (Sprint information, velocity, burndown metrics) to Government tools/portals.
  • Proficiency with Agile tools (Jira, Confluence, Azure DevOps, or equivalent).
  • Excellent communication, facilitation, and organizational skills.
  • U.S. citizen with the ability to obtain a Secret clearance and USAF CAC.

Preferred Qualifications

  • Experience supporting DoD or USAF programs, especially those involving enterprise IT, network modernization, or cybersecurity.
  • Familiarity with RMF‑aligned programs and configuration control processes.
  • Experience using Agile to coordinate network engineering, Wi‑Fi deployments, cloud engineering, and cybersecurity initiatives.
  • DoDM 8140.03‑aligned cyber workforce qualification or willingness to obtain.
  • Certifications such as ITIL, CMII, or similar CM‑focused credentials are a plus.

Salary and Benefit Information

The likely salary range for this position is $111,155 - $150,385. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
