Job Description

Video Operation Center (VOC) Communications Engineer

Security Clearance Level: Secret

Location: Ramstein Air Base


Duties/Responsibilities:

Video Operations Center (VOC) Technicians require excellent problem-solving and customer service skills, as well as thorough knowledge of video teleconferencing (VTC) hardware, software and network connections. VOC technicians must have expertise and hands-on experience with debugging the interoperation of VTC bridges and endpoints. Administer, operate, and maintain physical and virtualized infrastructure providing support ranging from Tier 1 to Tier 2 support in support of the systems as determined by the Government. Specific tasks include, but are not limited to:

  • Designs, installs, configures and troubleshoots communication networks
  • Collaborate with vendors to identify and present technologies supporting the modernization and evolution of the VTC infrastructure 
  • Configure and maintain the VTC infrastructure to include physical and virtual Linux servers and Cisco video endpoints
  • Utilize monitoring tools to diagnose, troubleshoot, and restore system and network degradations that adversely impact delivery of VTC services
  • Maintain the security posture of the VTC systems and associated hardware in compliance with Department of Defense directives and standards
  • Develop and maintain systems and process documentation including architecture diagrams, standard operating procedures, and training guides
  • Update and maintain the work center’s SharePoint sites, automated workflows, documentation, and VTC software library
  • Act as the focal point for teleconference scheduling and VTC endpoint configuration for the area of responsibility
  • Provides technical support for audio, video and multi-media presentations for meetings, conferences, training sessions, and other events
  • Monitors live teleconferencing events and conducts audio-video quality and performance checks on VTC systems
  • Performs lifecycle management of hardware and software including server certificate and license management
  • Monitors and analyzes overall VTC equipment and system performance to ensure satisfactory operation
  • Troubleshoots hardware, software, infrastructure and AV problems
  • Performs server backups and snapshots
  • Provides technical assistance and training to users
  • May coach and provide guidance to less experienced professionals
  • May serve as a team or task lead
  • Participates in special projects as require

Qualifications:

Education: Bachelor’s Degree in a Technical Discipline. Bachelor’s Degree may be substituted with:

  • Associate’s degree and seven (7) years’ experience
  • High School Diploma (or equivalent) and 11 years experience

Experience: This position requires a minimum of five years’ experience, of which at least three years must be specialized experience in administrating computer systems. General experience includes operations experience on a large-scale computer system or a multi-server infrastructure. Experience with some or all of the following technologies:

  • VQ Conference Manager (VQCM)/Device Management & Automation (DMA)
  • Cisco Meeting Server (CMS)
  • Cisco Meeting Management (CMM)
  • Cisco Expressway (VCS)
  • Cisco Integrated Management Controller (IMC)
  • Server certificate and license management
  • Basic knowledge of Linux command line is beneficial

Certifications:

Required: Possess and maintain DoDD 8570 IAM Level II Certification.

Desired: CCNA


US Citizenship Required

Additional Requirements: For Germany and Italy positions, candidate must meet TESA requirements as follows:

Germany:

  • A Bachelor’s Degree and three (3) years of recent specialized experience; or
  • Associates Degree and seven (7) years of recent specialized experience; or
  • No degree and 11 years or recent specialized experience.

Salary and Benefit Information

The likely salary range for this position is $72,250 - $97,750. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range. Total compensation for international positions varies by tax, social security, and immigration statuses, as well as location. Generally, an international assignment may include allowances, premium uplifts, and/or relocation or transportation benefits, above base salary range noted.
