The Program Analyst/Procurement Analyst supports the RADS project by coordinating procurement workflows, managing purchasing documentation, and ensuring financial alignment across systems such as SC360, Jira, Confluence, and SharePoint. This office-based role performs work directly related to management and general business operations, exercising discretion and independent judgment in shaping processes, interpreting contract requirements, and making binding decisions within delegated authority.

The analyst refines procurement and administrative procedures, resolves process issues, and collaborates with cross-functional teams and vendors to influence key business decisions and maintain compliance. The role supports program leadership with operational and administrative tasks, demonstrating authority to adapt workflows and negotiate outcomes of significance.

Key Responsibilities
  • Develop, implement, and refine procurement and administrative processes to optimize program operations and ensure compliance with organizational policies.
  • Assess and interpret contract requirements, federal regulations, and organizational policies to guide purchasing actions and resolve ambiguities.
  • Provide expert advice to program leadership on procurement strategy, risk mitigation, and process improvements, influencing key business decisions.
  • Shape and adapt procurement workflows and documentation standards, independently determining effective methods for tracking, reporting, and compliance.
  • Process procurement actions in SC360, ensuring accurate financial coding, data flow, and compliance with GDIT workflows.
  • Initiate, track, and manage procurement requests, including Asset Intake Requests (AIRs), Bills of Materials (BOMs), Purchase Requisitions (PRs), and Purchase Orders (POs).
  • Apply an understanding of the complete software asset lifecycle to support software acquisition, deployment, usage tracking, renewals, and disposition.
  • Coordinate cross-functional projects involving finance, procurement, and program management to support organizational objectives and business operations.
  • Collaborate with technical SMEs, program managers, internal procurement staff, and federal stakeholders to ensure purchases align with contract scope, program needs, and delivery timelines.
  • Collaborate with vendors and service providers, making binding decisions within delegated authority to ensure optimal program outcomes.
  • Maintain communication among vendors, internal procurement teams, program staff, and federal partners to ensure smooth contract execution.
  • Organize and maintain procurement documentation—including product pages, vendor contacts, usage reports, support details, and renewal tracking—across Confluence, SharePoint, and internal trackers.
  • Update and maintain Confluence documentation related to procurement workflows, staff training requirements, contractual reports, status reports, operational updates, and software licensing information.
  • Provide administrative support to RADS leadership, including meeting logistics, contractual reporting tasks, and communication coordination.
  • Support onboarding activities by preparing documentation, coordinating tasks with leadership, and assisting with SOP updates, process improvements, and workflow optimization.
Required Qualifications
  • Bachelor's Degree
  • 2+ years of experience in procurement, purchasing workflows, finance support, or contract administration.
  • Demonstrated knowledge of enterprise purchasing and requisition systems such as SC360, SAP Ariba, Coupa, Oracle iProcurement, or similar.
  • Experience with Atlassian Jira, Confluence, and SharePoint.
  • Experience managing and tracking different types of software licenses (e.g., subscription, perpetual, enterprise).
  • Attention to detail with accurate data entry, documentation, and tracking abilities.
  • Strong organizational and time-management skills; ability to manage multiple concurrent actions.
  • Effective written and verbal communication skills.
  • Proficiency with Microsoft Office Suite (Excel, Word, Outlook).
  • Ability to work independently and collaboratively in a fast-paced, cross-functional environment.
Preferred Qualifications
  • Prior experience supporting GDIT programs or large federal government contractors in SC360 or a similar system.
  • Familiarity with federal procurement workflows, compliance requirements, and government contract financial management.
  • Experience with inventory management, software asset tracking, or license administration.
  • Exposure to Agile environments or Scrum workflows.
