Job Description

Position Overview:

We are seeking a highly skilled and experienced Test Manager and Tester to a large-scale federal software development and IT/cloud modernization program. This role is fundamental for delivering high-quality secure systems, leveraging Agile practices, DevSecOps methodologies, and automated testing frameworks. The Test Manager will ensure not only the management of testing efforts but also actively engage in manual and automated testing of software, systems, and applications to maintain mission-critical operations.The successful candidate will bring proven expertise in quality assurance, software testing frameworks, and leadership oversight for testing strategies on cloud-based, AI-integrated platforms in secure environments.

Duties & Responsibilities: 

Test Management

  • Develop and maintain detailed test plans, test cases, and schedules aligned with client and project goals.
  • Ensure adherence to quality metrics and performance standards as stipulated in the project's Performance Work Statement (PWS).
  • Lead and coordinate testing resource assignments across multiple scrum teams, promoting collaboration and efficient task delivery.
  • Establish automated QA processes to support all stages of development, ensuring compliance with quality standards like NIST 800-53 and federal security policies.
  • Serve as the main point of contact for QA-related matters and maintain transparent communication with government stakeholders, including test progress reports and status summaries.

Testing Execution

  • Execute end-to-end manual and automated testing, validating system functionalities and ensuring high performance.
  • Author, maintain, and execute automated functional, integration, performance, regression, API, and end-to-end tests using tools like Selenium, Cypress, JMeter, or equivalent frameworks.
  • Configure test environments in Azure FedRAMP Compliant and Service Now development, staging, and production environments that align with FSDS platform needs and security requirements.
  • Analyze and troubleshoot discovered issues, documenting defects and working with developers to drive resolution.
  • Actively participate in Agile ceremonies such as backlog grooming, sprint planning, and retrospectives to ensure that quality remains a top priority.

Compliance & Best Practices

  • Understand and integrate Zero Trust Security Models and other cybersecurity requirements into testing workflows.
  • Collaborate with the Agile Product Owner and Scrum Master to define acceptance tests and ensure success criteria for all deliverables.
  • Develop application validation suites that align with FSDS objectives (e.g., system accuracy testing, secure data pipeline assessments, and compliance assurance for CI/CD pipelines).
  • Review and validate documentation, such as O&M manuals, user stories, test strategies, and software releases for content accuracy and completeness.

Qualifications:

Required Skills & Experience

  • Bachelor’s degree in Computer Science, Information Technology, or similar technical discipline. Equivalent on-the-job experience may be considered
  • 7+ years of QA/testing experience in a software development environment, including manual and automated testing
  • Proven expertise in test automation tools like Selenium, Cypress, JMeter, or other commercial or open-source frameworks
  • Experience working in Agile and/or SAFe software environments.
  • Hands-on experience with continuous integration/continuous delivery (CI/CD) pipelines and tools like Azure DevOps, Jenkins, or similar platforms.
  • Familiarity with Service Now
  • Familiarity with federal compliance standards (e.g., NIST 800-53, FedRAMP, FIPS 140-2)
  • Familiarity with testing in cloud-based environments such as Azure or AWS (emphasis on FedRAMP environments)
  • Secret Clearance is required
  • Local Remote- Ability to be onsite if needed- Washington DC, Maryland, Northern Virginia

Preferred Skills & Experience

  • Experience with developing test strategies for AI-powered platforms and cloud services.
  • Strong knowledge of API testing (e.g., Postman, RestAssured) and performance testing.
  • Exposure or practical application of Zero Trust Architecture principles.
  • Demonstrated experience with leading testing efforts under contract PWS deliverables for federal clients.
  • Professional certifications like ISTQB Certified Tester, Certified ScrumMaster (CSM), or AWS/Azure certifications.

Soft Skills

  • Exceptional communication and collaboration with multidisciplinary teams and government stakeholders.
  • Demonstrated problem-solving capability and analytical thinking.
  • Strong organizational skills with attention to detail.

Key Deliverables:

  • Develop and oversee compliant agile testing schedules, test scripts, and automated testing frameworks.
  • Author comprehensive test documentation and collaborate with the product owners to refine requirements into actionable user stories.
  • Provide regular progress updates, metrics, and defect analysis to support the leadership's decision-making process.

Salary and Benefit Information

The likely salary range for this position is $131,750 - $178,250. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
