Job Description
GDIT is seeking a Training Facilitator for the planning, development, delivery, and evaluation of comprehensive training programs supporting the World Trade Center (WTC) Health Program. This role ensures that all stakeholder groups, including program staff, healthcare providers, claims analysts, end users, and policy team receive role-appropriate, compliant, and effective training aligned with federal requirements, program policies, and operational workflows.
The Training Facilitator plays a key role in ensuring the successful execution of training initiatives to support the WTC Health Program. This position focuses on aligning training activities with program policies, CMS/CDC requirements, and contractual obligations, while fostering learning and skill development for customer care and operational teams.
The World Trade Center Health Program is a limited federal health program administered by the National Institute for Occupational Safety and Health, part of the Centers for Disease Control and Prevention in the U.S. Department of Health and Human Services. The Program provides no-cost medical monitoring and treatment for certified WTC-related health conditions to those directly affected by the 9/11 attacks in New York, the Pentagon, and in Shanksville, Pennsylvania.

HOW A TRAINING FACILITATOR WILL MAKE AN IMPACT
  • Deliver extensive training programs aligned with program-wide strategies, regulatory requirements, and contractual goals.
  • Prepare for training sessions by reviewing required materials and participating in Train-the-Trainer programs.
  • Design, develop, and update training materials, including manuals, job aids, standard operating procedures (SOPs), e-learning modules, and knowledge assessments.
  • Collaborate with Instructional Systems Designers to create high-quality and effective training courses.
  • Facilitate training courses and support learners during the training and nesting period, offering assistance to customer care personnel with escalated situations.
  • Manage training activities to ensure course objectives are achieved and learners gain the required skills and knowledge.
  • Coordinate training updates and revisions due to policy changes, system enhancements, or operational improvements.
  • Conduct regular training needs assessments and gap analyses to identify areas for improvement.
  • Measure the effectiveness of training programs through evaluations, performance metrics, and feedback loops.
  • Implement strategies to continuously improve the learning experience and meet organizational objectives.
  • Maintain thorough and audit-ready documentation, including training records, attendance logs, certifications, and other required materials

WHAT YOU’LL NEED TO SUCCEED
Qualifications
  • Bachelor’s degree in Education, Instructional Design, Healthcare Administration, Public Health, or a related field.
  • 3-5 years of professional classroom facilitation experience in training capacity 
  • Demonstrated experience facilitating training for multiple stakeholder groups, including providers, operational staff, and policy teams
  • Strong knowledge of healthcare operations, claims processing, provider relations, and policy-driven programs.
  • Experience designing role-based curricula and delivering training across diverse audiences and learning modalities.
  • Experience supporting training during system implementations, transitions, or major policy changes.
  • Excellent written and verbal communication skills, including the ability to translate complex policies into clear training content and experience with instructional writing.
  • Experience with learning management systems (LMS), virtual training platforms, and e-learning tools.
  • Proficiency in instructional design methodologies (e.g., ADDIE, adult learning principles).
  • Experience with delivery of classroom training or other formal presentations, experience with online (virtual classroom) delivery
  • Experience supporting training during contractor transitions or large operational transformations.
Preferred Qualifications:
  • Experience supporting CDC, CMS, or other federal health programs.
  • Knowledge of the World Trade Center Health Program or similar public health or benefits programs.
  • Certification in training, instructional design, or change management (e.g., CPTD, PMP, Prosci).
  • Experience with Articulate training development software is strongly preferred.

Salary and Benefit Information

The likely salary range for this position is $55,806 - $66,700. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
