Job Description

Team Lead – Intelligence Planner (Intelligence Plans Integration) provides senior-level intelligence planning leadership to integrate Defense and National intelligence capabilities—including collection, analysis, and targeting—into operational planning efforts across the Department of Defense. This role leads intelligence planning support across campaign planning, deliberate planning, crisis action planning, and time-sensitive planning in accordance with the Joint Operations Planning and Execution System (JOPES). The Team Lead ensures intelligence planning activities are synchronized with operational planning processes, cyberspace operations, and joint staff battle rhythms while enabling informed decision-making at the strategic and operational levels.

Key Responsibilities:

Intelligence Planning & Integration

  • Employ intelligence expertise to integrate Defense and National intelligence support capabilities into overarching operational planning efforts across the DoD.
  • Provide intelligence planning support to campaign plans, deliberate plans, crisis management, and time-sensitive planning in accordance with JOPES.
  • Support cyberspace intelligence planning activities in direct support of USCYBERCOM missions and recommend efficient use of intelligence resources throughout the planning lifecycle.
  • Review, assess, and report on Strategic Guidance applicable to cyberspace intelligence operations.
  • Coordinate development and production of National Intelligence Support Plans (NISP), Annex B (Intelligence), and Functional Support Plans (FSPs).

Planning Synchronization & Staff Coordination

  • Ensure intelligence planning activities are fully integrated and synchronized with J3, Joint Staff (JS), and J7 battle rhythms, as well as cyberspace intelligence operations planning timelines.
  • Communicate planning feedback, risks, and gaps to the J2/JIOC matrix team to enable responsive intelligence support.
  • Develop, manage, and coordinate an intelligence task list identifying required intelligence support products and assigning responsibility across J2 divisions.

Policy, Strategy & Partner Engagement

  • Provide a full range of policy and strategy support to Intelligence Directorate policy and strategy professionals.
  • Coordinate with foreign and domestic command partners to inform Intelligence Directorate leadership and enable strategic decision-making and intelligence information flow.
  • Utilize interagency processes to enable intelligence and information-sharing agreements in support of whole-of-government planning and decision-making.


WHAT YOU’LL NEED TO SUCCEED

Required Experience
  • Demonstrated experience supporting joint and cyberspace intelligence planning in a combatant command or joint headquarters environment.
  • Proven experience integrating intelligence support into campaign, deliberate, crisis, and time-sensitive planning processes.
  • Experience leading or supervising intelligence planning teams.
  • Strong knowledge of JOPES, Annex B development, NISP production, and JIPOE.
  • Excellent written and verbal communication skills, including experience briefing senior leaders.


EDUCATION:

Master’s degree with 12 years related experience or a Bachelor’s degree with 17 years related experience. Degree desired in Intelligence Studies, Cybersecurity, Information Technology, or a related field.


SECURITY CLEARANCE LEVEL:
Top Secret, SCI eligible and ability to pass a CI polygraph


US citizenship required

Preferred Qualifications:

  • Prior experience supporting USCYBERCOM, the Joint Staff, or a Combatant Command J2/JIOC.
  • Experience supporting intelligence policy and strategy development.
  • Familiarity with interagency coordination and multinational intelligence planning environments.

Salary and Benefit Information

The likely salary range for this position is $142,792 - $178,250. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
