Job Description

Seize your opportunity to make a personal impact supporting the Case Management Modernization (CMM) Program.  The CMM program is an initiative to support the Administrative Office of the US Courts (AO) in developing a modern cloud-based solution to support all 204+ federal courts across the United States.

The Data Operations Support Lead will lead the CMM Data Modernization and Governance team in delivering an integrated data governance, engineering, data platform, reporting, analytics, and Artificial Intelligence (AI)/ Machine Learning (ML) capabilities that support operational decision-making and fulfill AO's data and analytics objectives in support of the CMM program.

The successful candidate will oversee the daily operational health of data pipelines, platforms, and governance processes within the CMM Data Modernization and Governance program. This role leads a team responsible for monitoring data flows, triaging and resolving data incidents, enforcing data quality and governance standards in production, and ensuring reliable, well-documented data operations across the program's workstreams. The ideal candidate combines hands-on data operations experience with team leadership skills and is comfortable acting as the operational point of escalation between technical teams, governance stakeholders, and business users. 

The Data Operations Support Lead will execute the following responsibilities:

  • Serve as the primary contract liaison, ensuring execution aligns with strategic goals and overseeing daily operational matters.
  • Lead daily operations for CMM data platforms, pipelines, integrations, applications, analytics environments, and data products.
  • Establish and manage procedures for monitoring, incident response, problem management, service requests, maintenance, and releases.
  • Monitor platform availability, performance, capacity, and pipeline health against SLAs; resolve critical incidents and conduct root‑cause analysis.
  • Coordinate production support across cloud, data engineering, application, BI/analytics, cybersecurity, and infrastructure teams.
  • Maintain runbooks, knowledge articles, escalation paths, and system documentation.
  • Manage RAID logs and perform risk identification, communication, and mitigation.
  • Oversee operational performance of ETL/ELT pipelines, APIs, CDC processes, integrations, data lakes, and warehouses; address pipeline failures and data quality issues.
  • Support cloud data platforms in AWS, including analytics and AI/ML services; coordinate upgrades, patching, and environment management.
  • Support capacity planning, performance tuning, resilience, backup/recovery, and disaster recovery activities.
  • Partner with Data Governance/Data Engineering to operationalize data quality rules, metadata, lineage, and stewardship processes.
  • Monitor and remediate data quality exceptions, operational risks, and audit findings.
  • Promote automation for monitoring, deployments, testing, incident response, and operational reporting; support CI/CD, IaC, observability, and SRE best practices.
  • Build dashboards and metrics for availability, performance, pipeline health, data quality, and incident trends; identify reliability and efficiency improvements.
  • Lead incident management for high‑priority issues, coordinate escalations, and facilitate post‑incident reviews.
  • Support change and release management; assess operational impacts of architecture, application, data, and platform changes.
  • Lead Data Operations personnel, assign priorities, ensure objectives are met, and mentor team members on operational best practices.
  • Continuously improve the CMM Data Operations operating model and provide transparent reporting on progress, risks, financials, and outcomes.
  • Provide COR and government leadership with analysis, research, alternatives, and solution/design recommendations upon request. 

QUALIFICATIONS

  • 10+ years’ experience in IT Management including technology solutions delivery with emphasis on data governance strategy, standards development, implementation, operation support, and change management services to accelerate modernization efforts.
  • The Task Lead must possess bachelor’s degree from an accredited college or university.
  • The Program Manager must possess a Project Management Professional Certification (PMP).
  • Expertise in overseeing teams dedicated to big data cloud solution architecture, cybersecurity, data management, business intelligence and analytics.
  • Excellent customer-facing skills with experience briefing senior executive leadership.
  • Experience operating or supporting master data management (MDM) platforms or enterprise data governance tooling.
  • Familiarity with data governance frameworks (e.g., DAMA-DMBOK) and regulatory/compliance considerations related to data privacy and security.
  • ITIL Foundation certification or equivalent experience with IT service management practices.
  • Experience supporting large-scale data platform migrations or modernization programs.
  • Familiarity with scripting or automation (e.g., Python, PowerShell) to streamline monitoring and operational tasks.
  • Experience with data observability or monitoring platforms (e.g., Monte Carlo, Collibra, Informatica).

Salary and Benefit Information

The likely salary range for this position is $169,604 - $229,464. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
