Job Description

The Platform and Data Lead will oversee the design, implementation, and continuous improvement of the workflows, data structures, and dashboards that support Organ Procurement and Transplantation Network (OPTN) patient safety, membership, and compliance functions. This role leads a small technical team (Tech Lead, Data Analyst, and Data Architect) and works closely with task leads, HRSA, and OPTN 360 platform stakeholders to translate operational needs into practical, secure, and user-friendly solutions.

The Platform and Data Lead does not own or administer the OPTN 360 platform. Instead, this role collaborates closely with the OPTN 360 team, which is responsible for the design and management of the OPTN 360 platform, to configure and enhance workflows and dashboards that support patient safety and compliance work. The Platform and Data Lead combines business analysis, data and analytics understanding, and strong project management to enable data-driven oversight and efficient committee and case management operations.

Key Responsibilities

1. Technical Team Leadership

  • Supervise and mentor the Tech Lead, Data Analyst, and Data Architect, providing direction, feedback, and performance oversight.
  • Assign and prioritize work across the technical team in alignment with contract tasks and roadmap priorities.
  • Foster a collaborative, agile working environment focused on incremental improvements, rapid feedback, and high-quality delivery.
  • Ensure the technical team adheres to HRSA/OPTN security, privacy, records management, and Section 508 accessibility requirements.

2. Business Analysis and Requirements Gathering

  • Partner with task leads (e.g., committee operations, case management, member tracking, site visits) to understand business processes, workflows, and data needs.
  • Conduct structured requirements gathering (interviews, process mapping, use cases) to define functional and non-functional requirements for workflows, tracking tools, and dashboards.
  • Translate operational needs into clear technical requirements, user stories, and acceptance criteria for the technical team and for collaboration with the OPTN 360 team.
  • Document workflows, data flows, and system interactions to support traceability, maintenance, and training.

3. Collaboration with OPTN 360 and Other Platform Owners

  • Serve as the primary interface between the project’s technical team and the OPTN 360 team, which owns and manages the OPTN 360 platform and related environments.
  • Work with OPTN 360 representatives to:
    • Propose and refine configurations of workflows, forms, and dashboards needed to support patient safety and compliance work.
    • Align data structures and integrations with existing OPTN systems and standards.
    • Coordinate testing, deployment, and user feedback for new or updated features.
  • Ensure that all workflow and dashboard requirements are communicated clearly and packaged in a way that supports efficient implementation by the OPTN 360 team and other platform owners.

4. Data and Dashboard Strategy

  • Oversee the design of data models, tracking tools, and dashboards that support program monitoring, case analysis, member tracking, and trend reporting.
  • Work with the Data Analyst and Data Architect to:
    • Define data elements, sources, and structures needed to support contract tasks.
    • Develop draft specifications, mockups, and prototypes for dashboards and reports (e.g., in Excel, Power BI, or other approved tools) for implementation within OPTN 360 or other government-provided systems.
    • Ensure data integrity, consistency, and alignment with OPTN systems of record, in coordination with OPTN 360 and other IT contractors.
  • Identify opportunities to streamline data collection, reduce manual effort, and improve analytical capabilities through workflow and dashboard enhancements.

5. Roadmap and Agile Delivery Management

  • Develop and maintain a roadmap for workflows, tracking tools, and dashboards that aligns with contract milestones, task-level needs, and evolving program priorities.
  • Plan and manage work using agile methods (e.g., sprints, backlogs), including:
    • Prioritizing enhancements and new capabilities.
    • Coordinating internal development tasks (e.g., requirements, mockups, testing) and alignment with OPTN 360 release cycles.
    • Tracking progress against timelines and commitments.
  • Communicate roadmap status, risks, and dependencies to project leadership and the COR, and adjust plans based on feedback and emerging requirements.
  • Ensure that changes and enhancements are well-documented, tested, and communicated to end users.

6. Governance, Compliance, and Quality

  • Ensure all workflow, data, and dashboard designs comply with:
    • Privacy, security, and Controlled Unclassified Information (CUI) requirements.
    • Records management, retention, and disposition requirements.
    • Section 508 accessibility standards for tools and reports, in coordination with relevant team members and platform owners.
  • Establish and maintain documentation, including data definitions, workflow and dashboard specifications, standard operating procedures, and user guides.
  • Work with the Quality/Project Manager to align platform- and data-related activities with the Quality Control Plan (QCP) and project management plan.

Salary and Benefit Information

The likely salary range for this position is $148,750 - $201,250. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
