Job Description

Seize your opportunity to make a personal impact supporting the Case Management Modernization (CMM) Program.  The CMM program is an initiative to support the Administrative Office of the US Courts (AO) in developing a modern cloud-based solution to support all 204+ federal courts across the United States.

The Database Administrator will work as part of the CMM Data Modernization and Governance team responsible for delivering an integrated data governance, engineering, data platform, reporting, analytics, and Artificial Intelligence (AI)/Machine Learning (ML) capabilities that support operational decision-making and fulfill AO's data and analytics objectives in support of the CMM program.

The successful candidate will be responsible for designing, building, configuring, and maintaining the organization's cloud data platform environments (e.g., Snowflake, Databricks, Redshift, AuroraDB, RDS, DynamoDB, and/or NeptuneDB), enabling scalable data engineering, analytics, and governance capabilities in support of the CMM Data Modernization & Governance program.

THE DATABASE ADMINISTRATOR WILL EXECUTE THE FOLLOWING RESPONSIBILITIES

  • Administer and optimize cloud database environments, including configuration, scaling, performance tuning, and warehouse management.
  • Create, maintain, and govern databases, schemas, roles, and RBAC in alignment with AO security, IAM, and compliance policies.
  • Monitor & troubleshoot database performance, query efficiency, concurrency, capacity, & utilization.
  • Implement cost‑optimization strategies and support TCO analysis, financial reporting, and right‑sizing.
  • Automate database provisioning, user/role management, backups, and monitoring using SQL, Python, Terraform, or similar tooling.
  • Install, configure, upgrade, patch, and maintain SQL, NoSQL, and graph database platforms.
  • Manage database objects (tables, indexes, partitions, views, sp) and ensure optimal performance.
  • Implement and manage backup, recovery, replication, high availability, and disaster recovery solutions.
  • Support database migrations, upgrades, consolidations, and modernization initiatives.
  • Enforce least‑privilege access, database security controls, encryption, authentication, authorization, and auditing.
  • Support data retention, archival, classification, and lifecycle policies.
  • Develop & maintain database monitoring dashboards, alerting, logging, and health‑check capabilities.
  • Troubleshoot complex database incidents, failures, degradation, and availability issues; drive root‑cause analysis.
  • Support DR/HA exercises, ATO documentation, security audits, and incident response for DB services.
  • Integrate databases with data pipelines, applications, analytics tools, and cloud data platforms.
  • Maintain database architecture diagrams, runbooks, performance reports, and configuration documentation.
  • Collaborate with Data Platform Engineers, Data Engineers, Architects, Security teams, and app teams.
  • Evaluate new database features, cloud capabilities, and platform enhancements; recommend adoption.
  • Ensure DB environments comply with all security, privacy, governance, & regulatory requirements.
  • Preferred Experience: Amazon RDS, Aurora, DynamoDB, Neptune; PostgreSQL, SQL Server, Oracle, MongoDB, Neo4j; AWS GovCloud; automation experience using Python, PowerShell, Terraform.


QUALIFICATIONS

  • Education: Technical Training, Certification(s) or Degree required; BA/BS or MA/MS strongly preferred.
  • Experience: 5+ years of general experience in IT systems required; 7+ years of experience with BA/BS or 5+ years of experience with MA/MS strongly preferred
  • 5+ years of specialized experience in cloud database maintenance and database administration or similar role.
  • Strong experience administering cloud database platforms, including Snowflake and AWS data services (Redshift, Aurora/PostgreSQL, RDS, Neptune).
  • Expertise in SQL, performance tuning, workload management, and database optimization.
  • Experience operating databases in AWS or hybrid cloud environments.
  • Proven ability to automate database administration using IaC and scripting (Terraform, dbt, Python).
  • Familiarity with federal security, compliance, and audit requirements.
  • Strong analytical, troubleshooting, and problem‑solving skills.
  • Ability to work independently and collaboratively with technical and business teams.
  • Effective communication and documentation skills.
  • Knowledge of modern monitoring/observability tools and CI/CD workflows.
  • Experience applying industry best practices and emerging data platform technologies.
  • Consultant mindset and ability to work with stakeholders to define and improve database operations.

Security Clearance Level: Must be able to pass a background check to obtain a position of Public Trust.

Salary and Benefit Information

The likely salary range for this position is $138,063 - $186,791. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
