Job / Position Title: BUSINESS MANAGER

Job Description:

GDIT is seeking a position for a program execution focused Business Manager supporting the US Army Special Operations Command (USASOC) and the United States Special Operations Command (USSOCOM) and its subordinate command’s, contract requirements. We are looking for a talented and experienced candidate who can lead the Program Management Organization (PMO) of a large complex global enterprise operations and support contract and assist the Program Manager with the day-to-day performance of scope, schedule, and cost, under the program. The position will drive operational and financial efficiency and execution excellence and partner with the Program Manager, Operations Manager, Project Managers, and functional support staff to achieve program success. This position will be responsible and accountable for all PMO business and reports to the Program Manager.

RESPONSIBILITIES - MEANINGFUL WORK AND PERSONAL IMPACT:

  • This position will have responsibility and accountability for all aspects of running the PMO including: maintaining and enhancing program execution and financial performance, implementing and managing tools and processes for scope, schedule, and cost, and implementing and maintaining all governance and accountability processes and procedures.
  • Scope Management: responsible for maintaining configuration management and control and overall governance of scope compliance, performance, and quality; accountable for overarching Control Account Management (CAM) processes and procedures, trains and mentors Control Account Managers, performs CAM responsibilities for the PMO control account; collaborate with the configuration manager to enable governance and accountability under the program.
  • Schedule Management: responsible for collaborating with the program scheduler to enable effective schedule performance management across all control accounts; responsible for overall deliverable/CDRL submission performance.
  • Cost Management: responsible for establishing and maintaining the overall cost baseline of the program; collaborate with the program financial analyst to enable effective cost performance management, analysis and reporting across all control accounts; collaborate with accounts receivable and entire program team to maintain and enhance cash flow; train and mentor all staff on operating successfully under a fixed price program and delivering both program financial performance and corporate financial performance; develop cost proposals in collaboration with the program team
  • PMO Management: responsible for communication and collaboration with all local and corporate functional managers and staff to enable strong program performance; enable integration of all functional support into all program meetings and processes; lead and manage all program proposal and pricing initiatives including change proposals, pricing strategies, and Basis of Estimate (BOE) development
  • Maintain program management excellence under the program including customer relationships, supplier relationships, technical execution, schedule management, and financial performance. Proactively implement return to green plans as necessary. Proactively promote technology insertion and innovation and actively enhance people and processes.
  • Build a culture throughout the team consistent with GDIT values of honesty, trust, transparency, and alignment. Critical to success is active employee engagement and communication, fostering a community of diversity and inclusion, and developing an environment with proactive and transparent communication and collaboration leveraging diversity of thought.
  • As required, participate in program and portfolio growth campaigns in collaboration with business development and technology including customer call plans, industry engagement, sourcing opportunities, and active leadership and participation in captures and proposals. Enhance sourcing, shaping, and winning opportunities including on contract growth, re-competes and new work.
  • Partner with program manager and operations manager to execute the portfolio’s contributions to the annual financial plan and quarterly forecasts delivering financial performance at or above projections including revenue, profit, cash, backlog, and book to bill. Proactively implement cost efficiencies and margin improvement plans as necessary. Proactively manage utilization across the employees under the program.

QUALIFICATIONS - WHAT YOU’LL NEED TO SUCCEED:

  • Bachelor’s degree in a relevant field and 15+ years experience leading and managing programs, business management, and/or project controls on programs/organization of significance.
  • Active Project Management Professional (PMP) certification or willingness to quickly achieve PMP certification.
  • Demonstrated experience and/or aptitude to achieve all stated responsibilities of the position.
  • Established hands-on experience managing and controlling program scope, schedule, and cost under programs of significance with similar size, scope, and complexity.
  • Business management acumen with an ability to proactively manage the financials and performance metrics of a fixed price and cost plus program.
  • Understanding and experience developing and managing complex and sophisticated business models.
  • Robust understanding of company cost accounting standards, capital expenditures, cost estimating methodologies, and pricing strategies
  • Familiarity and experience with six sigma principles and practices.
  • Detailed understanding and experience with financial management, analysis and reporting under programs.
  • Robust understanding of work breakdown structures and integrated master schedules with ability to tightly manage schedule performance under programs.
  • Leadership qualities that enable employee engagement, diversity and inclusion, professional development, innovation, collaboration, communication, accountability, and overall program performance.
  • Demonstrated experience and success shaping, developing, and winning new business with existing and/or new customers including active participation with customer call plans, captures and proposals.
  • Experience building and proactively managing customer relationships successfully.
  • Ability and flexibility to actively engage with customers and employees including travel to all program and customer locations.
  • Experience across all contracts types, including Firm Fixed Price, Fixed Unit Price, Cost Plus Fixed Fee and Cost Reimbursable.
  • Strong understanding of GAAP, FAR and CAS.
  • Top Secret Clearance eligible, Interim Secret is allowable.
  • Location: Ft. Bragg, NC

Salary and Benefit Information

The likely salary range for this position is $104,550 - $141,450. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
