Our work depends on a Tech Refresh Manager joining our team to support the CIO Infrastructure Services (CIS) program. In this role, you will lead enterprise-wide technology refresh planning, lifecycle execution, modernization initiatives, and global deployment operations, directly supporting the modernization and resilience of the DoDIIS Enterprise.

HOW A TECH REFRESH MANAGER WILL MAKE AN IMPACT

As a Tech Refresh Manager supporting CIO Infrastructure Services, you will be trusted to:

  • Lead the development and execution of the enterprise Tech Refresh strategy, including lifecycle assessment, modernization planning, prioritization, and scheduling across global sites.
  • Manage the Integrated Master Schedule (IMS) for all Tech Refresh projects, ensuring accuracy, baseline control, and on time delivery of major milestones.
  • Coordinate assessment, procurement guidance, installation planning, and deployment activities for hardware refresh across end‑user, storage, compute, network, cyber, and data center service towers.
  • Lead project management functions including risk management, cost/schedule tracking, quality assurance, documentation, and reporting across 250+ supported sites.
  • Oversee asset lifecycle management, Bill of Materials development, hardware compliance reviews, and SCRM‑aligned acquisition support.
  • Provide customer engagement, requirements intake, and ongoing communications with government stakeholders, site leads, and mission partners.
  • Guide installation teams and ensure efficient, accurate execution of tech refresh deployments, including site surveys, documentation, and schedule management.
  • Support data analysis, visualization, asset tracking, and dashboard creation to influence modernization planning and strategic decision‑making.
  • A typical day will include collaborating with the client stakeholders to solve complex lifecycle and modernization challenges, driving enterprise‑wide improvements, and ensuring successful deployment of refreshed infrastructure.

WHAT YOU’LL NEED TO SUCCEEDRequired
  • Active TS/SCI with CI Polygraph
  • Bachelor’s degree in IT, Engineering, or related field (or equivalent experience)
  • Project Management Professional (PMP) certification
  • 7+ years of experience in IT program or project management supporting large-scale enterprise infrastructure
  • Experience with hardware lifecycle management, enterprise technology refresh, or large-scale deployment management
  • Strong understanding of IT infrastructure (compute, storage, network, data center, cyber, desktop)
  • Experience managing schedules, risk, budgets, and cross-functional teams
  • Ability to manage global deployment operations and coordinate with dispersed teams
  • Excellent communication and stakeholder engagement skills US citizenship required
  • LOCATION: Onsite

Preferred
  • ITIL Foundations certification
  • Experience supporting the client, DoDIIS, or Intelligence Community programs
  • Experience with data visualization and dashboarding tools
  • Experience with SCRM, NIST SP 800‑88 decommissioning requirements, or asset disposition practices

Salary and Benefit Information

The likely salary range for this position is $128,039 - $173,229. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
