Job Description

The HR Payroll Child Support Specialist supports the HHS ACF OCSE DFS program by applying hands-on experience processing child support payments through employer payroll systems. The ideal candidate has worked in an HR/payroll department or child support agency handling child support wage garnishments, is highly detail-oriented, and is comfortable using AI tools to boost productivity and quality. This role works closely with program, technical, and business stakeholders to convert employer/payroll practices into program requirements, documentation, test scenarios, and operational guidance for federal child support initiatives.

This role will require you to obtain and maintain a Public Trust and will require you to provide onsite fingerprinting at a designated facility.  This investigation may review personal and criminal behavior, financial conduct, foreign influence, as well as other adjudications.

Responsibilities:

  • Use HR/payroll experience to advise on payroll processes for child support wage withholding and remittance.
  • Review and interpret child support income withholding orders, notices, and related documents from an employer payroll perspective.
  • Provide subject matter input on how employers receive, process, and respond to child support orders and electronic notices (file formats, timelines, exceptions).
  • Contribute to business requirements, user stories, and process documentation reflecting real employer payroll practices and constraints.
  • Draft and refine:
    • Business process workflows and SOPs
    • Employer communications, FAQs, job aids, and guidance
    • Internal documentation and traceability artifacts
  • Help define and review test scenarios and data that mirror real-world employer payroll processing of child support.
  • Use Microsoft Excel, Word, PowerPoint, Outlook, and Teams to analyze data, track issues, document work, and create presentations.
  • Use AI tools responsibly (drafting, summarization, analysis, quality checks) to improve accuracy, consistency, and efficiency.
  • Perform detailed data and document reviews to find discrepancies, gaps, or edge cases and clearly report findings.
  • Collaborate with business analysts, developers, testers, and federal stakeholders in a fast-paced, mission-focused environment.
  • Support meetings, demos, and work sessions by preparing materials, capturing decisions, and tracking action items.

Required Skills:

  • 1-2 years of recent experience in an HR payroll department processing wage garnishments or in a child support agency focused on child support orders and payments.
  • Hands-on experience interpreting and entering child support income withholding orders into payroll systems and reconciling deductions and remittances.
  • Proficiency with:
    • Excel (sorting/filtering, basic formulas, organizing data)
    • Word (structured documents, templates, formatting)
    • PowerPoint (clear, concise presentations)
    • Outlook and Teams (professional communication and collaboration)
  • Experience using AI tools (drafting, summarizing, data review, research) in a professional setting and comfort learning new AI capabilities.
  • Ability to obtain/maintain a Public Trust for HHS ACF OCSE Program.

Desired Skills:

  • Experience handling multi-state payroll and child support orders for multiple employers.
  • Excellent attention to detail with a record of accurate work in a regulatory/compliance setting.
  • Strong writing skills; able to explain payroll/child support processes in clear, plain language for non-experts.
  • Able to work independently and on a team, managing multiple priorities and deadlines.
  • Experience with multi-state child support garnishments and awareness of common state variations.
  • Familiarity with electronic child support processes (e-IWO, EFT/EDI) from an employer or child support agency viewpoint.
  • Experience contributing to system or process improvements (requirements, testing, documenting workflows).
  • Exposure to federal or state human services, child support enforcement, or related government programs.
  • Experience in large, matrixed organizations or government contractors.

Salary and Benefit Information

The likely salary range for this position is $64,230 - $80,500. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
