Job Description

Seize your opportunity to make a personal impact supporting the Case Management Modernization (CMM) Program.  The CMM program is an initiative to support the Administrative Office of the US Courts (AO) in developing a modern cloud-based solution to support all 204+ federal courts across the United States.

The Senior Business/ Data Analyst will work as part of the CMM Enterprise Data Warehouse (EDW) team to deploy a secured cloud-native EDW platform and support the statutory and operational reporting, data cataloging, and other analytical objectives. The Senior Business/ Data Analyst serves as the primary bridge between federal business stakeholders and the EDW technical delivery teams, ensuring requirements are accurately captured, governed, and translated into high-quality data products. This role supports EDW modernization by driving requirements management, source-to-target mappings, data governance coordination, and documentation required to deliver compliant, auditable, and mission-aligned analytics solutions under the SOW.

RESPONSIBILITIES

  • Elicit, analyze, and document business, functional, and data requirements for EDW data products and analytics.
  • Develop and maintain Source-to-Target Mappings (STTMs), workflows, and data requirements documentation.
  • Facilitate stakeholder workshops, working sessions, and governance meetings, capturing decisions and action items.
  • Translate statutory, operational, and reporting needs into clear user stories and acceptance criteria.
  • Support data governance coordination, ensuring alignment with standards, policies, and stewardship decisions.
  • Partner with data engineers and architects to validate data models, transformations, and reporting logic.
  • Ensure requirements incorporate data classification, security, and access control considerations.
  • Support testing activities, including test planning, validation of results, and user acceptance testing (UAT).
  • Produce and maintain Agile artifacts (backlogs, user stories, traceability matrices).
  • Contribute to metadata catalog ingestion by defining business definitions and data attributes.
  • Support training, documentation, and change communication for EDW users.
  • Ensure all documentation is audit-ready, version-controlled, and SOW-compliant.
  • Operates within an Agile federal delivery environment supporting multiple scrum teams.
  • Collaborates closely with business owners, data engineers, architects, and governance teams.
  • Accountable for requirements accuracy, traceability, and documentation quality.
  • Expected to maintain audit-ready artifacts and timely deliverables.

REQUIRED EXPERIENCE & QUALIFICATIONS

  • 5+ years’ experience in supporting the product owner and agile team, eliciting business needs, maintaining user stories in the backlog, writing and maintaining technical documentation, modeling business processes and system requirements, architecture and data.
  • BS/BA Degree or MA/MS Degree with 4+ years of experience.
  • Experience assisting with testing, by writing acceptance criteria and confirming test cases results.
  • Experience with producing relevant and current requirements, sizing user stories correctly, and removing roadblocks prior to sprints starts.
  • Proven experience as a Business Analyst on enterprise IT or data programs.
  • Demonstrated experience supporting EDW, analytics, or data integration initiatives.
  • Strong expertise in requirements management, data analysis, and documentation.
  • Experience working in federal or regulated environments (plus).
  • Familiarity with Agile/Scrum delivery methodologies.
  • Proven ability to work with both technical and non-technical stakeholders.
  • Experience supporting federal judiciary or justice-related programs.
  • Familiarity with data governance, metadata management, and data quality practices.
  • Experience with cloud-based EDW platforms (Snowflake preferred).
  • Experience supporting statutory or compliance-driven reporting.
  • Mentoring or lead-analyst experience.
  • Experience with SQL (read-only analysis).
  • Experience with STTM and data mapping tools.
  • Experience with BI and Reporting tools like Power BI, Tableau (requirements validation).
  • Extensive experience with Jira and Confluence for backlog management and documentation.

CERTIFICATIONS (Preferred)

  • CBAP or CCBA
  • PMI-PBA
  • SAFe Agilist (for Agile programs)

Salary and Benefit Information

The likely salary range for this position is $72,877 - $98,599. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
