The Training Strategy Consultant plays a strategic role in shaping enterprise-wide learning approaches that support a federal agency’s healthcare transformation initiative. Operating at the intersection of healthcare policy, operations, and technology, this position is responsible for developing holistic training strategies and performance support models that enhance workforce capability and drive mission outcomes. The Consultant will analyze organizational learning objectives, workforce competencies, and performance gaps to design scalable learning ecosystems that address the needs of diverse healthcare roles across the federal government.
As a strategist, this role translates complex federal healthcare modernization initiatives into comprehensive, actionable learning roadmaps. The Training Strategy Consultant designs frameworks that align training investments with measurable improvements in healthcare quality, operational efficiency, compliance, and program outcomes. In this capacity, the Consultant serves as a trusted advisor to leadership, providing expertise in adult learning, instructional design, performance support, and learning measurement.
This role is remote with 25% travel to nationwide VA sites.

Key Responsibilities
Develop enterprise-wide learning strategies that support healthcare transformation goals across federal agencies.
Analyze organizational training objectives, workforce capabilities, and performance gaps to design comprehensive learning ecosystems.
Translate healthcare modernization policies, operational requirements, and technology changes into strategic learning roadmaps.
Create scalable approaches that address the training needs of diverse healthcare roles, including clinical, administrative, and operational personnel.
Establish strategic frameworks for measuring learning effectiveness, business impact, and alignment with mission outcomes.
Ensure training strategies support regulatory requirements and compliance standards.
Provide advisory support to senior leadership on learning strategy, performance support, and workforce capability development.
Collaborate with cross-functional teams—including policy, technology, and operations stakeholders—to ensure integrated learning solutions.
Incorporate adult learning principles, performance improvement methodologies, and instructional design best practices into strategy development.
Evaluate and recommend tools, platforms, and technologies that strengthen the learning ecosystem.
Present complex training strategies and recommendations to executive-level audiences.
Required Skills & Qualifications
Bachelor’s degree and 5+ years of progressive health records (EHR) support in enterprise-wide learning approaches for an EHR implementation
3+ years of direct learning strategies and learning delivery strategy engagement experience supporting EHR activities for a software as a service (SaaS) managed EHR solution
Deep knowledge of adult learning principles and instructional design methodologies
Experience designing enterprise learning ecosystems or large-scale training strategies
Strong analytical, strategic planning, and communication skills
Ability to translate complex organizational initiatives into executable learning roadmaps
Must be able to obtain a Position of Trust and successfully pass a thorough Government background screening process requiring the completion of detailed forms and fingerprinting
Preferred Skills & Qualifications
Certified Professional in Learning and Performance (CPLP) or ATD certification
Experience supporting healthcare transformation or federal healthcare initiatives
Familiarity with federal workforce learning requirements and regulatory frameworks

The likely salary range for this position is $89,250 - $120,750. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
