MEANINGFUL WORK AND PERSONAL IMPACT

The Quality Assurance Sr Manager will lead quality strategy, governance, compliance, and execution across the VBA portfolio. This role is responsible for developing, implementing, and maintaining a portfolio-level Quality Framework aligned with GDIT’s Quality Management Framework, GDIT policies, and Task Order–specific quality expectations defined by the Department of Veterans Affairs (VA). The Sr Manager will ensure quality activities are consistently applied across the portfolio and tailored appropriately for each program, emphasizing prevention over reactive correction, full program quality coverage, and continuous improvement.

The Quality Assurance Sr Manager will additionally establish and lead the Quality Team, including internal staff and subcontractor personnel, ensuring adherence to all regulatory and contractual quality requirements

Key Responsibilities

1. Portfolio Quality Governance & Framework Development

  • Develop a Portfolio Quality Framework aligned with GDIT’s corporate Quality Management Framework and policies to ensure enterprise consistency and compliance.
  • Tailor the portfolio framework into Program-specific Quality Management Plans (QMPs) that reflect unique Task Order requirements and VA standards.
  • Ensure quality efforts cover the entire scope of the entire portfolio and each specific program, not subsets, focusing on systemic prevention rather than reactive fixes.
  • Establish quality assurance and control methods that comply with VA’s performance-based environment and quality assurance surveillance plan obligations.

2. Quality Team Leadership & Subcontractor Oversight

  • Build and manage a multi-disciplinary Quality Team; recruit, onboard, and supervise internal staff and subcontractors.
  • Ensure subcontractors comply with GDIT quality policies, VA requirements, and documented quality standards.
  • Oversee resource planning, staffing, and alignment with portfolio needs.

3. Compliance with VA Requirements

The Sr Manager will ensure program compliance with specific contractual requirements including but not limited to:

Lead quality inputs for all required plans and deliverables, including:

  • Project Management Plan (PMP) with integrated Quality Management Plan.
  • Participation in kickoff meetings, including quality approach briefings
  • Weekly and monthly meetings providing quality status, issues, and resolution plans.
  • Monthly progress reports including Quality Reports with metrics, trend analysis, and issue mitigation strategies
  • Quarterly operational management reviews addressing strategic performance, key issues, and corrective action plans
  • Support for change control activities and quality impact assessment.

4. Quality Assurance & Monitoring

  • Implement portfolio QA processes aligned with VA’s performance-based contracting and independent QA&M expectations.
  • Support government QA&M personnel by providing documentation, access, audits, and compliance reporting.
  • Maintain readiness for Performance Based Service Assessments (PBSA) and Contractor Performance Assessment Reporting System (CPARS) evaluations

5. COOP/Disaster Recovery Quality Oversight

  • Oversee quality compliance for continuity of operations (COOP) and disaster recovery (DR) plans, exercises, and post-exercise reporting.

6. Quality Metrics & Continuous Improvement

  • Establish portfolio-wide quality metrics that measure compliance, performance trends, error reduction, throughput quality, and customer satisfaction.
  • Drive continuous improvement initiatives, lessons learned, and preventive action programs.
  • Integrate quality insights into operational strategy and program execution plans.

7. Process, Data, and Documentation Integrity

  • Ensure quality and accuracy of all operational processes including:
    • Intake
    • Source material management
    • Conversion
    • Upload and routing
    • Business processing services
    • Data transfer and transitions
  • Validate process compliance with VA’s Document Conversion Rules, Business Rules, and VA security/privacy standards.

Required Qualifications

  • Bachelor’s degree in a technical, engineering, business, or related field; Master’s degree preferred.
  • 10+ years of experience in enterprise quality management, preferably in government services, digital transformation, or managed service environments.
  • Demonstrated experience implementing portfolio-level quality frameworks aligned with corporate quality systems.
  • Hands-on experience overseeing quality in complex programs with stringent compliance requirements.
  • Experience leading multi-disciplinary quality teams and managing subcontractor performance.
  • Familiarity with performance-based service assessment models and federal quality standards.
  • Strong understanding of VA-specific requirements including QASP, PBSA, COOP/DR, security & privacy obligations, and reporting standards.

Desired Qualifications

  • Lean Six Sigma certification (Green Belt, Black Belt preferred).
  • Experience with document conversion operations, high-volume content management, or government records digitization.
  • Knowledge of VA systems (VBMS, SMTS, DMHS, PMR) and workflow automation environments.
  • Exceptional communication skills with ability to brief senior leadership and government stakeholders.

Success Criteria

  • Portfolio Quality Framework adopted across all programs.
  • Demonstrated reduction in quality defects, rework, and reactive escalations.
  • Compliance with all VA deliverables, timelines, and audit requirements.
  • Positive PBSA and CPARS ratings in quality-related performance elements.
  • Well-functioning Quality Team meeting service level and support expectations.

Salary and Benefit Information

The likely salary range for this position is $153,000 - $207,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
