The Joint Counterintelligence Training Activity (JCITA) is a Department of War joint training organization. JCITA serves as the DoW's central authority for standardized counterintelligence (CI) training, education, and professional development across the military services, combatant commands, and select interagency partners. Its mission is to develop, deliver, and sustain joint CI training programs that prepare military, civilian, and contractor personnel to detect, deter, and defeat foreign intelligence threats targeting U.S. forces, operations, technologies, and national security interests.

JCITA designs and executes advanced, and specialized CI courses covering areas such as counterespionage, insider threat detection, CI collections and investigations, counterintelligence support to operations, offensive and defensive CI methodologies, cyber-enabled threats, and analytic tradecraft. The organization ensures training standardization across the joint force while integrates real-world threat intelligence into curriculum, and maintains alignment with DoW doctrine, policy, and operational priorities.

Position Summary – Counterintelligence Subject Matter Expert (CI SME – CSC)

The CI SME (CSC) serves as a senior Counterintelligence instructor and subject matter expert responsible for delivering advanced classroom and field-based instruction that prepares CI Agents to plan, conduct, and debrief discreet counterintelligence surveillance operations in support of authorized CI missions. Instruction is delivered in accordance with Executive Order 12333, the Intelligence Authorization Act, and DoWI 5240.16, ensuring all surveillance activities are conducted within established legal and policy frameworks.

The CI SME develops and executes realistic, scenario-driven training that integrates operational planning, surveillance detection, mobile and fixed surveillance techniques, operational security considerations, reporting standards, and post-operation debriefing procedures. The incumbent evaluates student performance during complex field exercises that frequently exceed eight (8) hours per day, may include weekend operations, and require travel within the National Capital Region (NCR) and throughout the Continental United States (CONUS).

Required Qualifications:

Qualified candidates must demonstrate experience conducting, instructing, or supervising U.S. Government counterintelligence surveillance operations at the Expert or Senior level, preferably within the Department of War CI enterprise. Experience conducting, supervising, or supporting U.S. Government CI surveillance at the Mid level is also required. The CI SME must possess the operational credibility and instructional expertise necessary to translate real-world surveillance tradecraft into effective training outcomes.

This position requires the physical capability to support field-based surveillance training, including the ability to sit or stand for up to two (2) hours at a time and walk up to five (5) miles in a single day.

The CI SME (CSC) combines operational proficiency, legal awareness, and instructional excellence to ensure CI Agents are fully prepared to execute lawful, effective, and discreet surveillance operations in support of national security objectives.

Required TS/SCI with ability to obtain CI Poly.

Salary and Benefit Information

The likely salary range for this position is $124,093 - $166,750. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
