Directorate of Intelligence (DI) Lead
We are seeking a seasoned Directorate of Intelligence (DI) Lead to support the National Counterterrorism Center (NCTC). As the DI Lead, you will serve as the primary management and technical authority for a multidisciplinary team of analysts. You will be responsible for ensuring the delivery of high-quality, fused foreign and domestic counterterrorism (CT) intelligence that informs the President, the National Security Council, and the broader Intelligence Community (IC). The ideal candidate will bridge the gap between complex data science and traditional all-source analysis, acting as the technical gatekeeper for all finished intelligence reaching the highest levels of the U.S. government.
Key Responsibilities
Technical Leadership: Provide senior-level technical guidance for CT collection support and all-source analysis, focusing on "hard targets" such as weapons, travel, and terrorist infrastructure.
Product Oversight: Review and edit finished intelligence products for NCTC’s diverse customer base, ensuring strict adherence to ODNI Analytic Tradecraft Standards (ICD 203) and Sourcing Standards (ICD 206).
Strategic Integration: Drive the fusion of HUMINT, SIGINT, GEOINT, and OSINT with domestic law enforcement data to provide a unified threat picture.
Team Management: Direct a large contractor workforce, managing "matrixed" personnel across staggered shifts to support mission requirements and surge capabilities.
Interagency Collaboration: Cultivate and maintain professional relationships across the IC, Department of War and Law Enforcement communities to coordinate analytic findings.
Analytic Innovation: Oversee the application of data science and statistical modeling to enhance traditional analysis and improve threat discovery.
Required skills
US citizenship required.
Active ODNI ISSA/TS/SCI clearance with CI Poly
Minimum of 10 years’ experience with intelligence analysis, including 5 years in strategic all-source analysis, data science, and production
Minimum of 5 years of experience in a leadership role (Team Lead or Manager) overseeing analytic personnel.
Technical Systems Mastery: Demonstrated, hands-on experience with TIDE (Terrorist Identities Datamart Environment) and CHROME.
Tradecraft Mastery: Demonstrated experience applying Intelligence Community Directives (ICDs), specifically ICD 203 (Analytic Standards) and ICD 206 (Sourcing Standards), to the review and editing of high-priority intelligence products.
Desired skills
Education: Bachelor’s degree in business, intelligence, International Relations, Political Science, Finance, Economics, Journalism, or related field
National Intelligence Certifications (Highly Desired):
Intelligence Fundamentals Professional Certification (IFPC)
Certified Defense All-Source Analysis (CDASA-I or II)
IC Strategic Leaders Program (National Intelligence University)
Graduate Certificate in Data Science in Intelligence (NIU)
Certified Counter-Insider Threat Professional – Analysis (CCITP-A)
Collection Management Professional Certification (CCMP-F)
Experience: Prior experience supporting the ODNI or NCTC at Liberty Crossing is highly desirable.
Washington Metropolitan Area; SCIF environment; compliance with ODNI/NCTC security policies; some roles may require 24/7/365 or shift coverage.

The likely salary range for this position is $147,292 - $199,278. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
