Job Description

Passenger Domain Subject Matter Expert

Opportunity for an experienced Passenger Domain SME to join a mission-critical IT operations program supporting U.S. Customs and Border Protection (CBP). Your expertise will be instrumental in developing actionable intelligence products, supporting predictive modeling, and collaborating with internal and external stakeholders to advance CBP’s layered defense strategy.

You will serve as a senior advisor to program leadership, CBP stakeholders, and agile development teams, translating complex cargo operations and targeting requirements into actionable analytic solutions. As part of an agile team, and cargo domain subject matter expert, you will:

  • Lead domain validation of all passenger-related predictive models, targeting rules, and risk scoring algorithms to ensure operational accuracy and mission alignment
  • Provide subject matter expertise on passenger selectivity operations and manifest data analysis
  • Advise modeling teams on domain-specific requirements for AI/ML model development, feature engineering, and performance thresholds
  • Review and validate analytic products, dashboards, and targeting visualizations to confirm they accurately reflect passenger domain operations and CBP enforcement priorities
  • Identify intelligence gaps in current cargo targeting methodologies and recommend model refinements, new data sources, or enhanced analytic approaches

MEANINGFUL WORK AND PERSONAL IMPACT

Your expertise will contribute to identifying and mitigating threats to lawful travel and national security. Key responsibilities include:

  • Performing in-depth research and analysis of passenger travel patterns, itineraries, and identity data to identify anomalies and potential threats.
  • Supporting predictive modeling and machine learning initiatives to enhance passenger targeting accuracy. Developing and refining rule sets and targeting concepts for cargo risk assessment.
  • Conducting entity resolution and data mining to improve identification of high-risk travelers.
  • Utilizing big data platforms and advanced query techniques (SQL and non-SQL) to extract and analyze passenger-related data.
  • Coordinating with CBP and IC partners to integrate classified and unclassified data sources for comprehensive analysis.
  • Supporting cloud migration efforts for passenger data systems and analytics platforms.
  • WHAT YOU’LL NEED TO SUCCEED
  • Minimum of ten (10) years in passenger domain analysis, intelligence, or related operational roles.
  • Demonstrated ability to produce clear and concise written and verbal reports for operational and senior-level decision-making purposes.
  • Strong analytical skills with experience handling complex data sets to identify trends, threats, and actionable insights.
  • Proficiency in utilizing analytic tools, software, and methodologies for intelligence analysis, modeling, and reporting.
  • Experience working collaboratively with multiple stakeholders, including federal agencies, intelligence entities, or operational units.
  • Must be a U.S. citizen and able to obtain DHS Public Trust clearance, successfully pass CBP Background Investigation (BI), and attain EOD to start work. Top Secret clearance preferred; TS/SCI may be required for certain tasks.

Preferred Education and Experience

  • Bachelor's Degree in Intelligence, Data Analytics, Computer Science, or a related field.
  • Relevant certifications in data analytics, database management, or cybersecurity are desirable.
  • Previous CBP OIT support experience and mission/ environment understanding is highly desired (preference to people with active CBP BI and a CBP badge).

Salary and Benefit Information

The likely salary range for this position is $170,000 - $230,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
