Job Description

GDIT is seeking a Senior Delivery Manager to support the National Institutes of Health (NIH), Center for Information Technology (CIT) for the Business Applications Services (BAS) Program. The Senior Delivery Manager is responsible for Agile execution, sprint planning, cross-system resource allocation, and continuous delivery oversight across an assigned subset of BAS systems. This role champions Agile methodologies, removes impediments for development teams, and ensures cross-functional collaboration and on-time delivery. The Senior Delivery Manager manages a team of Technical and Operations Leads for individual BAS systems to ensure daily uptime and feature delivery across their assigned portfolio. The current BAS program portfolio is NIH Enterprise Directory (NED), NIH Enterprise Email & Enterprise Services (NEES), Security, Authentication, Authorization, Validation & Identity (SAAVI), Freedom of Information Act (FOIA) Systems, Time & Attendance System (ITAS), Financial Management Group (FMG Apps), Web Apps, and Web Services.

Responsibilities include:

  • Champion Agile methodologies across all assigned BAS systems, ensuring consistent application of sprint planning, backlog management, retrospectives, and release cadence.
  • Remove impediments for development and operations teams, escalating to the GDIT BAS Program Manager when resolution requires contract-level intervention.
  • Coordinate release schedules across assigned systems, managing dependencies and minimizing delivery conflicts.
  • Manage Technical Leads and Operations Leads for individual systems within their assigned portfolio subset.
  • Ensure cross-functional collaboration between development, testing, security, and operations teams on all active work assignments.
  • Maintain a current prioritized backlog for all assigned systems, reviewed with the Program Manager no less than monthly and updated weekly.
  • Monitor and report on delivery performance, resource utilization, and risks for all assigned systems as part of the monthly status reporting cycle.
  • Support the onboarding of new applications into their assigned portfolio subset, ensuring rapid and stable integration without degradation of existing service levels.

Required Qualifications and Skills:

  • Bachelor's Degree (or equivalent)
  • Minimum 7 years of experience in IT project or product management.
  • Minimum 4 years directly managing Agile software development teams in a multi-system portfolio environment.
  • Demonstrated experience managing cross-functional teams across concurrent application delivery efforts.
  • Demonstrated experience with DevSecOps, automated testing and performance monitoring
  • Experience managing delivery teams implementing software and web services development, DevSecOps, CI/CD build and deployment, performance monitoring and testing, Identity and Access Management, security scanning and monitoring, and cloud native operations.

Desired Skills:

  • Experience supporting federal IT programs
  • Experience supporting NIH or CIT environments
  • Experience delivering IT products through required federal EPLC processes
  • Proven ability to drive modernization initiatives (cloud‑native, DevSecOps, automation, AI‑assisted delivery).
  • Ability to strengthen delivery practices, and guide adoption of new technologies.
  • Experience managing complex portfolios with shifting priorities and onboarding new enterprise systems.
  • Project Management Professional (PMP) certification or equivalent
  • Active NIH badge is a plus

Salary and Benefit Information

The likely salary range for this position is $188,700 - $255,300. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
