Our work depends on a Program Manager joining our team to lead IT professionals supporting the Health Resources & Services Administration (HRSA). 

The Health Resources and Services Administration (HRSA) aims to improve health outcomes by enhancing access to quality services, developing a skilled health workforce, and implementing innovative programs that benefit geographically isolated, economically or medically vulnerable populations. HRSA focuses on increasing health equity and strengthening local health systems through initiatives such as community health centers, the Organ Procurement & Transplantation Network (OPTN), the Ryan White HIV/AIDS Program, and support for maternal and child health.

As a Program Manager, you will be trusted to manage and be responsible for the successful planning and completion of contract objectives, tasks, and the supervision of program team members, perform PMO activities, and support the Account Director. In this role, a typical day will include.  In this role, a typical day will include:

  • Directs program activities to meet client and organization work objectives and serves as a liaison with clients to coordinate activities, negotiate tasks, and solve problems
  • Performs financial management services, including financial analysis, budget and cost quote preparation, cost management, reconciliation, and profit enhancement
  • Establish and maintain a documented set of disciplined, mature, and continuously improving processes for administering all contractual efforts with an emphasis on cost-efficiency, schedule, performance, responsiveness, resource management, and consistently high-quality delivery
  • Develop, deliver and maintain and ensure compliance with the Project Management Plan and backlogs
  • Provide the government with monthly and quarterly status reports on the activities and milestones completed and deliverables submitted for each task for the past month
  • Ensure alignment of program deliverables to program outcomes for operational efficiency
  • Coordinates and monitors sub-contractor activities and administers subcontractor deliverables and finances

WHAT YOU’LL NEED:

  • Bachelor’s degree in Computer Science, Information Systems, Communications, or Computer Engineering, Health or equivalent experience, Master’s preferred
  • 15+ years of experience supporting IT programs
  • 10+ years of experience leading/supervising teams
  • 10+ or more years of business processes, re-engineering and business analysis experience in a system engineering or software application environment
  • Experience managing IT systems
  • Experience in change management
  • Experience developing ROMs, LOEs, and IMS
  • Experience developing and managing project risks and issues using a risk management tools
  • Experience working in a Scrum or SAFe Agile environment 
  • Must be able to obtain a Public Trust clearance and meet agency residency requirements
  • Must be able to commute to customer site in Rockville, MD when needed

PREFERRED QUALIFICATIONS:

  • Healthcare Service or Department of Health & Human Services (HHS) agency experience
  • Possess SAFe Agilist, SAFe Practitioner or Scrum Master certification(s)
  • Possess Microsoft Azure certification(s)
  • Experience in leveraging and handling Healthcare data
  • Excellent knowledge of best practices and an understanding of industry trends and difficulties
  • Excellent oral and written communication skills, with a demonstrated ability to communicate complex technical topics to management and non-technical audiences
  • Excellent analytical skills, including the ability to integrate information from multiple sources
  • Ability to work independently and interact regularly with government and non-government stakeholders at multiple levels of authority
  • Works well as a team member in a fast-paced and often time-sensitive environment

Salary and Benefit Information

The likely salary range for this position is $140,250 - $189,750. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
