IT Program Manager – Grants Management Systems Modernization (HHS)

Position Overview
GDIT is seeking a senior IT Program Manager to lead and oversee a major Grants Management program within the U.S. Department of Health and Human Services (HHS). This role is responsible for the strategic and operational execution of enterprise-scale grants management systems, supporting the full grants lifecycle—from pre-award through post-award—while driving modernization through software development, system integration, and digital transformation initiatives.

The Program Manager serves as the single point of accountability for program performance, overseeing multiple task orders, development teams, and stakeholders while ensuring alignment with HHS grants policies, federal regulations, and enterprise IT standards.

Key Responsibilities

  • Provide overall program leadership, governance, and execution oversight for grants management systems supporting HHS Operating Divisions (OPDIVs) and Staff Divisions (STAFFDIVs).
  • Lead modernization and enhancement of grants management platforms, including custom software development, COTS/GOTS solutions, system integrations, and data modernization.
  • Oversee end-to-end software development lifecycle (SDLC) activities, including requirements management, design, development, testing, deployment, and operations.
  • Serve as a trusted advisor to HHS grants, IT, and program leadership, providing strategic guidance on grants systems modernization, process automation, and compliance.
  • Ensure systems support the full grants lifecycle, including pre-award, award, post-award, financial management, reporting, and audit readiness.
  • Act as a change agent, coordinating across HHS grants offices, IT organizations, GDIT leadership, and subcontractors to drive sustainable process and technology improvements.
  • Manage day-to-day program operations, including systems integration, release management, configuration management, and operational support.
  • Ensure compliance with federal grants regulations and guidance (e.g., 2 CFR 200 / Uniform Guidance), HHS policies, security requirements, and data standards.
  • Organize, direct, and coordinate planning and execution of all contract support activities; serve as the primary interface with HHS program managers, contracting officers, grants officers, and technical leadership.
  • Manage and control program schedules, budgets, risks, and performance metrics to ensure on-time, within-budget delivery.
  • Ensure compliance with contract requirements, federal IT policies, and HHS governance processes.
  • Lead and mentor administrative, program management, and technical personnel across functional and technical domains.
  • Identify, acquire, and allocate company resources to meet technical, operational, and contractual objectives.
  • Review project feasibility studies, cost estimates, and performance outcomes; ensure alignment with enterprise architecture and best practices.
  • Provide recommendations for resolution of technical, operational, and programmatic issues to HHS stakeholders.
  • Support performance-based and award-fee contract execution, including performance measurement, reporting, and continuous improvement.
  • Perform other duties as assigned.

Required Qualifications

  • Minimum of ten (10) years of program management experience within the last twenty (20) years managing complex federal IT programs, including grants management or financial assistance systems.
  • Demonstrated experience managing software development projects or programs, including SDLC or Agile methodologies.
  • Proven familiarity with federal grants management processes, systems, and regulations.
  • Experience managing multiple Task Orders or workstreams under a single large-scale contract.
  • Current PMI certification, such as PMP or PgMP.
  • ITIL® 4 Managing Professional or higher certification.
  • Ability to obtain and maintain an HHS Public Trust clearance.
  • Strong leadership, communication, and stakeholder engagement skills with senior government officials, grants officers, and IT leadership.

Preferred Qualifications

  • Master’s degree from an accredited college or university in project management, information technology, public administration, or a related discipline.
  • Experience supporting HHS grants management systems (e.g., grant lifecycle platforms, financial assistance systems, reporting tools).
  • Familiarity with 2 CFR 200 (Uniform Guidance) and HHS grants policies.
  • Experience with Agile, DevSecOps, and CI/CD pipelines in a federal environment.
  • Experience supporting performance-based and award-fee contracts of similar size and complexity.
  • Experience operating within large, federated federal agencies with multiple OPDIVs and diverse grants portfolios.

Location

  • This position requires to be at the client site in Rockville, MD or at the GDIT facility in Falls Church for 2 to 3 days per week.

Salary and Benefit Information

The likely salary range for this position is $170,000 - $230,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
