Job Description

PROGRAM SR DIRECTOR

We are seeking a highly qualified Program Sr Director to lead the execution of a Task Order in support of the National Counterterrorism Center (NCTC).  You will provide overall management, direction, administration, quality assurance, and leadership for the execution of this contract. The PM is responsible for ensuring the quality and efficiency of all contract activities, including both technical performance and supporting business processes. This role oversees the assignment of tasks to contractor personnel, provides high-level supervision of technical efforts, and manages overall performance to ensure the optimal use of assigned resources and subcontractors.

Key Responsibilities

  • Lead and manage all aspects of contract execution, ensuring high-quality, timely, and efficient performance.

  • Provide strategic direction, administrative oversight, and quality assurance for all contract activities.

  • Assign tasks to contractor personnel and provide senior-level supervision of ongoing technical operations.

  • Oversee resource allocation, subcontractor management, and process efficiency across the program.

  • Ensure compliance with contract requirements, IC policies, and performance standards.

  • Serve as the primary leader responsible for maintaining effective communication with stakeholders and ensuring mission success.

Required Qualifications

  • Active ODNI ISSA/TS/SCI clearance with Polygraph.

  • Meets Intelligence Community Directive (ICD) 704 personnel security requirements.

  • Minimum 10 years of project management experience managing complex projects similar in scope and complexity to Section C requirements.

Desired Qualifications

  • Master’s degree in business management, project/program management, or a related field.

  • Experience with Federal Intelligence Community (IC) program management requirements.

  • Active Project Management Institute (PMI) certification (PMP or PgMP).

  • Prior experience supporting the ODNI or NCTC at Liberty Crossing is highly desirable.

Location & Work Conditions
  • Washington Metropolitan Area; SCIF environment; compliance with ODNI/NCTC security policies; some roles may require 24/7/365 or shift coverage.

Salary and Benefit Information

The likely salary range for this position is $195,240 - $264,148. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
