Job Description

The Clinical Change Management Subject Matter Expert (SME) provides critical support to a government Electronic Health Record (EHR) Modernization program. This role delivers clinical, operational, and change management expertise to guide end‑to‑end clinical workflow design, evaluation, and optimization across the program. The SME supports multiple workstreams—including sandbox environment development, clinical workflow learning labs, and workflow validation activities—ensuring alignment with clinical best practices and organizational goals.

The Clinical Change Management SME reviews, develops, and refines sandbox scenarios and workflows of varying complexity and ensures they accurately reflect intended clinical practices. This role also prepares and maintains key change management artifacts, such as reports, briefings for executive leadership, communications, meeting agendas, and notes. The SME is responsible for issue and risk tracking, coordination of logistics for workflow‑related events, oversight of user provisioning, and maintenance of workstream operational processes.

This role will have close coordination with change management teams, end‑user engagement groups, and other stakeholders is essential to ensure consistent, clinically accurate, and strategically aligned outcomes. Oracle Health (Cerner Millennium) clinical workflow expertise is required.

This role requires up to 25% travel.

Responsibilities

  • Provide subject matter expertise on clinical workflows and change management practices to support EHR modernization.
  • Review, develop, and validate sandbox environment scenarios and workflows ranging from simple to highly complex.
  • Support planning, facilitation, and execution of clinical workflow learning labs and end‑to‑end workflow activities.
  • Create, maintain, and deliver change management artifacts including reports, executive‑level briefings, communications, agendas, and meeting notes.
  • Identify and track risks and issues through established client processes, ensuring timely escalation and resolution.
  • Maintain workstream standard operating procedures, schedules, shared mailboxes, and documentation repositories.
  • Oversee user provisioning status to ensure functional access for participants and end users.
  • Coordinate onsite and virtual logistics for learning labs, workflow sessions, and other workstream events.
  • Collaborate with change management, engagement, and technical teams to ensure accuracy, alignment, and consistency across all workflow‑related deliverables.
  • Ensure all clinical workflows align with Oracle Health (Cerner Millennium) functionality and best practices.

Required Skills and Experience:

  • Bachelor’s degree and 10+ years of supporting clinical, operational, and change management expertise to guide end‑to‑end clinical workflow design, evaluation, and optimization
  • 5+ years of Cerner / EHR using Millennium for a software as a service (SaaS) managed EHR solution
  • Clinical Informaticist background
  • Deep understanding of clinical workflows, process mapping, and clinical best practices
  • Experience supporting large‑scale change management initiatives
  • Must be able to obtain and maintain a Public Trust and successfully pass a thorough Government background screening process requiring the completion of detailed forms and fingerprinting
  • Must be able to travel up to 25%

Salary and Benefit Information

The likely salary range for this position is $164,382 - $218,500. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
