Sourcing & Procurement Manager

Your leadership will drive strategic negotiations, ensure regulatory compliance, and empower your team to deliver cost savings and process excellence across all procurement activities.

MEANINGFUL WORK AND PERSONAL IMPACT

As the Manager of the GSE&SC team, you will lead and develop a specialized group responsible for supporting both direct and indirect procurement across hardware, software, and support services. You will drive strategic initiatives, enhance internal processes, and provide clear, data‑driven updates to GDIT Supply Chain leadership. Your leadership will directly influence how GDIT evaluates, negotiates, and procures critical goods and services that enable our end‑customers’ daily operations.

In this role, you will strengthen organizational readiness, reinforce sourcing discipline, and ensure alignment across the full procurement catalog. You will empower sourcing specialists to deliver cost savings, mitigate risk, and uphold compliance while partnering closely with stakeholders across Supply Chain, Technology, Finance, Legal, and program teams.

You will serve as the integrator for the GSE&SC function—ensuring processes, priorities, and execution remain coordinated as the organization scales. Your work will equip leadership with the insight needed to make informed decisions, accelerate high‑impact initiatives, and maintain strong supplier relationships in a rapidly evolving landscape.

In this role you will:

  • Ensure all sourcing activities are executed in full compliance with GDIT’s internal standards and all applicable government contracting regulations, including the Federal Acquisition Regulation (FAR) and related requirements
  • Champion the growth, training, and development of the team by ensuring each Analyst is fully supported, empowered, and equipped with the tools and guidance necessary to achieve high performance and long-term success
  • Drive measurable results across procurement associates, suppliers, and internal stakeholders to achieve cost savings targets, enhance process efficiency, and continuously improve GDIT’s cradle-to-grave procurement strategy and execution
  • Oversee all aspects of staffing and personnel management, including coaching, mentoring, training, performance management, and professional development, while ensuring adherence to established policies, processes, and procedures. Partner closely with senior leadership to evaluate and enhance supply chain methodologies and processes across the department
  • Lead and manage the catalog management process, including RFQs, Supplier Summits, and proposal/response analysis (e.g., cost, unit of measure, minimums, multiples). Collaborate with the SCM Data team and PMO to develop and validate optimal pricing models and catalog strategies
  • Manage the supplier base to ensure a balanced distribution of workload across the team and alignment with capacity, performance, and program needs
  • Oversee the development, accuracy, and timely submission of monthly and quarterly reports to program leadership, providing insightful analysis and recommendations as needed
  • Lead and facilitate quarterly performance reviews with top suppliers, assessing key performance indicators, identifying opportunities for improvement, and driving corrective actions and continuous improvement initiatives
  • Manage and monitor On-Time Delivery (OTD) performance through weekly reporting and follow-up, ensuring adherence to contractual and program delivery requirements
  • Effectively manage team workload and priorities to ensure all program service level agreements (SLAs) are consistently met or exceeded
  • Partner closely with GSE & SC Program Directors and DOS PMs to resolve sourcing blockers, accelerate delivery, support catalog and BPM processes, and ensure alignment between procurement actions and program operational needs
  • Cultivate and maintain professional, collaborative relationships with suppliers while clearly communicating and reinforcing company initiatives, values, and expectations
  • Oversee the assignment and management of all non-catalog requirements, ensuring work is distributed equitably across the team and aligned to capabilities, timelines, and program priorities

WHAT YOU’LL NEED TO SUCCEED

Bring your analytical strength, operational discipline, and collaborative problem‑solving style to GDIT. The Manager of the GSE&SC Procurement Team must have:

  • Education: Bachelor’s degree; in lieu of a degree 4+ years of additional relevant experience may be considered
  • Experience: 5+ years in procurement, strategic sourcing, supply chain operations, compliance, or a related discipline; experience in a FAR‑compliant government contracting environment strongly preferred
  • 4+ Years of Corporate Commercial and/or FAR Regulated Supply Chain Experience (must have a minimum of 3+ years in government contracting)
  • Security clearance level: No clearance required to start with ability to obtain and maintain a Secret clearance
  • Location: Sterling, VA (Hybrid, with the expectation the selected individual will work three (3) days per week in office)
  • US citizenship required

Desired Technical & Professional Skills:

  • Experience in conducting complex agreement negotiations with supplier executives, managing complex RFPs, developing strategic sourcing approaches, conducting total cost of ownership analyses, designing cost containment strategies, conducting market research, and performing process improvement within corporate Supply Chain Management organizations
  • Experience in written/oral communications at all levels of the company
  • Contractual experience, including pricing, and key terms and conditions negotiations
  • Experience in process analysis, applying best procurement process practices, and continuous process improvement
  • Experience in written/oral communications at all levels of the company

Salary and Benefit Information

The likely salary range for this position is $107,744 - $135,700. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
