Job Description

Position Overview: 

The Team Lead – Intelligence Management Specialist (Oversight and Policy Access) provides senior-level intelligence management, oversight, and administrative leadership in support of USCYBERCOM J2Q and the Command Programs team. This role ensures compliant intelligence production, controlled access management, and effective information sharing across multiple security domains. The Team Lead supports analysts, engineers, and scientists across intelligence disciplines by managing production chain documentation, intelligence oversight processes, policy compliance, and mission management functions while safeguarding operational security.


WHAT YOU’LL NEED TO SUCCEED: 

Intelligence Oversight, Policy & Access Management

  • Provide intelligence support on behalf of J2Q, including mission management, controlled accesses, intelligence production oversight, and information sharing.
  • Track all Command Intelligence Oversight and Policy (IO&P) team requirements and assignments in support of the USCYBERCOM Intelligence Oversight Quarterly Report, including development of training statistics, metrics, and graphical products.
  • Support drafting, review, and maintenance of USCYBERCOM Intelligence Oversight policies and procedures.

Mission Management & Administrative Support

  • Provide full-spectrum intelligence and administrative support to analysts, engineers, and scientists across multiple intelligence disciplines.
  • Obtain, manage, and coordinate J2Q responses to formal staff packages, and create, track, and manage staff packages produced by J2Q personnel.
  • Monitor intelligence production activities to ensure compliance with oversight and policy requirements.

Process Improvement & Systems Management

  • Ensure proper access control and security posture in the allocation and management of personnel within the USCYBERCOM SIGINT Production Chain.
  • Review, monitor, and store documentation supporting the Command Signals – Military-to-Military (SM2M) Program Manager.
  • Coordinate with internal and external agencies to track and monitor command partnerships and SM2M relationships.

EDUCATION:

Master’s degree with 12 years related experience or a Bachelor’s degree with 17 years related experience. Degree desired in Intelligence Studies, Cybersecurity, Information Technology, or a related field.


SECURITY CLEARANCE LEVEL:
Top Secret, SCI eligible and ability to pass a CI polygraph


US citizenship required

PREFERED QUALIFICATIONS:

  • Demonstrated experience supporting intelligence oversight, policy compliance, and controlled access management in a DoD or Intelligence Community environment.
  • Experience managing intelligence production chain documentation and oversight processes.
  • Strong knowledge of cross-domain information sharing and access control procedures.
  • Proven team leadership or supervisory experience.
  • Excellent written and verbal communication skills, including preparation of metrics, reports, and briefings.
  • Prior experience supporting USCYBERCOM J2Q, NSA, or a Combatant Command intelligence directorate.
  • Experience supporting SIGINT production oversight and intelligence compliance programs.
  • Familiarity with SM2M program support and intelligence partnership management.

Salary and Benefit Information

The likely salary range for this position is $119,000 - $161,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
