Data Governance Analyst

Seize your opportunity to make a personal impact supporting the Case Management Modernization (CMM) Program. The CMM program is an initiative to support the Administrative Office of the US Courts (AO) in developing a modern cloud-based solution to support all 204+ federal courts across the United States.

The Data Governance Analyst will be part of the CMM Data Modernization and Governance team responsible for delivering an integrated data governance, engineering, data platform, reporting, analytics, and Artificial Intelligence (AI)/Machine Learning (ML) capabilities that support operational decision-making and fulfill AO's data and analytics objectives in support of the CMM program.

The successful candidate will be responsible for establishing, implementing, and maintaining the organization's data governance framework so that data is managed and protected as a strategic enterprise asset and to accelerate CMM modernization efforts. This role acts as a Data Standards Architect, defining and documenting data standards, definitions, and structures across systems, and works closely with legal, compliance, security, and business stakeholders to ensure data is handled in accordance with privacy, security, retention, classification, and regulatory requirements. This role also ensures alignment with Judiciary policies, practices, and the current Data Governance Roadmap, and fosters a data driven culture across the AO and local courts.

The Data Governance Analyst will execute the following responsibilities:

  • Support the development, implementation, and maintenance of the CMM Data Governance framework, policies, standards, procedures, and operating models.
  • Serve as a Data Standards Architect, define, document, and maintain data standards, naming conventions, data definitions, data structures, reference data, and governance requirements.
  • Develop and maintain data governance standards aligned with enterprise architecture, security, privacy, records management, and regulatory requirements.
  • Establish and maintain data ownership, stewardship, accountability, and decision-rights models.
  • Partner with Data Stewards, Data Owners, business stakeholders, security, privacy, legal, records management, and technology teams to operationalize governance requirements.
  • Ensure data assets are appropriately classified and managed based on sensitivity, criticality, and business value.
  • Support compliance with data privacy, security, retention, classification, records management, and regulatory requirements.
  • Translate policies and regulatory requirements into actionable data governance controls and procedures.
  • Identify governance gaps, risks, and areas of non-compliance and coordinate remediation activities.
  • Support data access, sharing, usage, and lifecycle governance processes.
  • Participate in governance councils, working groups, and data domain forums.
  • Develop governance documentation, standards, procedures, decision logs, and supporting artifacts.
  • Monitor adoption and effectiveness of governance policies and standards.
  • Support governance-related assessments, audits, and compliance reviews.
  • Contribute to the development of data governance roadmaps, maturity assessments, and continuous improvement initiatives.
  • Support the data stewardship program by defining data ownership roles, responsibilities, and RACI models across business and technical teams.
  • Develop training materials and deliver awareness sessions on data governance policies, standards, and regulatory requirements.
  • Track, analyze, and report data governance program metrics, maturity, and compliance status to leadership and governance councils.


QUALIFICATIONS:

  • MA/MS degree with 5+ years of general experience in information systems and 7+ years of specialized experience.
  • Demonstrated experience in supporting enterprise data governance programs.
  • Experience translating governance policy into practical operational processes in delivery environments.
  • Strong understanding of data quality management, metadata practices, and stewardship models.
  • Experience governing high-sensitivity or regulated data with clear compliance expectations.
  • Experience with data quality profiling and monitoring techniques and common tooling patterns.
  • Experience defining and governing enterprise data standards across multiple teams and delivery pods.
  • Strong background in data modeling, integration patterns, and change data capture concepts.
  • Experience with metadata and catalog tools such as Collibra, Alation, or Qlik.
  • Practical experience implementing glossary and lineage capabilities in modern data platforms.
  • Ability to translate technical metadata into business-friendly definitions and documentation.
  • Experience implementing data privacy controls in regulated or high-sensitivity environments.
  • Experience with access management and operationalizing privacy requirements.
  • Experience partnering with security, governance, and engineering teams to implement compliant data sharing.
     

Preferred Qualifications

  • Experience in Federal Government or regulated environments.
  • Experience with enterprise data governance frameworks and operating models.
  • Data management certification.

Salary and Benefit Information

The likely salary range for this position is $128,039 - $173,229. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
