Job Description

The Sr Director, HHS Strategic Advisor is a senior leader responsible for shaping and executing the data analytics and digital transformation strategy across the HHS sector, driving excellence in program execution, including oversight of large programs, and supporting new business growth initiatives. This role partners with executive leadership, program teams, and customer stakeholders to deliver mission-aligned solutions and accelerate modernization across HHS agencies.

Key Responsibilities

  • Lead Data Analytics and Digital Transformation Strategy: Develop and implement analytics strategies to enhance program delivery, customer outcomes, and mission impact across HHS. Identify opportunities for data-driven decision-making, process automation, and predictive analytics across existing and new opportunities. 

  • Support Execution Excellence: Provide senior oversight and guidance for large strategic initiatives within HHS programs, ensuring alignment with mission objectives and operational excellence. Manage and mentor teams and foster a culture of innovation and accountability.

  • Drive New Business Growth: Collaborate with business development, capture, and solutioning teams to identify and pursue new opportunities across HHS and SSA. Shape winning strategies and value propositions grounded in analytics and operational expertise.

  • Cross-Functional Collaboration: Work across program, technical, and customer teams to deliver integrated solutions. Communicate complex concepts clearly to technical and executive audiences both internally and externally.

  • Proposal Development: Contribute to proposal strategy and technical solutioning to support new business wins and expand customer mission impact.

Required Qualifications

  • Bachelor’s degree (or equivalent experience) and 15+ years program and technical leadership experience

  • Depth of experience supporting HHS agencies, such as CMS, CDC, FDA, NIH, HRSA, SAMHSA with a focus on data analytics, program delivery, and IT modernization.

  • Minimum 5 years leading teams with demonstrated success in performance management, leading program modernization and talent development.

  • Experience managing large programs and motivating professionals across disciplines.

  • Technical expertise in AI and data transformation, cloud modernization and enterprise architecture

  • Exceptional communication skills for both technical and non-technical stakeholders.

  • Ability to obtain and maintain a Public Trust clearance.

Salary and Benefit Information

The likely salary range for this position is $204,000 - $276,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
