Job Description

We are seeking an expert Identity Intelligence and Screening/Vetting (DII) Lead to support the National Counterterrorism Center (NCTC). The DII Lead serves as the primary management and technical lead for contractor personnel supporting the NCTC’s Directorate of Identity Intelligence (DII). This role is responsible for overseeing the execution of identity intelligence, screening, and vetting activities while ensuring all operations align with NCTC mission priorities and meet the highest standards of quality, accuracy, and timeliness.

Key Responsibilities

  • Lead and manage contractor personnel supporting identity intelligence, screening, and vetting functions.

  • Oversee daily operations, ensuring consistent, high‑quality mission execution without performance degradation.

  • Provide senior-level expertise to address complex analytic challenges, resolve sensitive issues, and support high‑priority or time‑sensitive requirements.

  • Coordinate across interagency partners to support integrated identity intelligence efforts.

  • Manage workload distribution, prioritize tasks, and adapt to emerging mission requirements.

  • Serve as the primary point of contact for Government leadership within DII.

  • Support planning, prioritization, and execution of mission activities across all related functions.

  • Ensure compliance with all applicable tradecraft standards, policies, and procedures.

  • Contribute to quality assurance, workforce training, and continuous improvement initiatives.

Mandatory Qualifications

  • US citizenship required.

  • Active ODNI ISSA/TS/SCI clearance with Polygraph.

  • Minimum of 7 years’ experience supporting identity intelligence, watchlisting, screening, vetting, or related CT mission areas within NCTC, ODNI, the IC, or other Federal Government environments.

  • Minimum of 5 years of experience leading teams, managing personnel, or coordinating complex analytic or operational efforts.

  • Minimum of 3 years of experience working with identity intelligence systems, repositories, or analytic tools, such as TIDE or similar databases.

  • Compliance Expertise: Deep understanding of the Watchlisting Guidance and the legal/policy frameworks governing the handling of U.S. Person information.

Preferred Certifications, Education and Experience

  • Education: Bachelor’s degree in business, intelligence, International Relations, Political Science, Finance, Economics, Journalism, or related field

  • National Intelligence Certifications (Highly Desired):

    • Intelligence Fundamentals Professional Certification (IFPC)

    • Certified Counter-Insider Threat Professional – Analysis (CCITP-A)

    • Identity Intelligence (IDINT) Training Certificates from recognized IC agencies.

  • Technical Proficiency: Experience with biometric systems (OBIM/IDENT, ABIS) and name-matching algorithms.

  • Experience: Prior experience supporting the ODNI or NCTC at Liberty Crossing is highly desirable.

Location & Work Conditions

  • Washington Metropolitan Area; SCIF environment; compliance with ODNI/NCTC security policies; some roles may require 24/7/365 or shift coverage.

Salary and Benefit Information

The likely salary range for this position is $147,292 - $199,278. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
