Job Description

Our team is seeking an experienced Program Manager to lead NIAID’s Enterprise Collaboration and Power Platform Support Services. This role drives the PMO, oversees delivery across all task areas, and provides technical leadership for Microsoft 365, SharePoint, and Power Platform services. The ideal candidate combines federal program management expertise with strong Power Platform experience and the ability to lead large, multi-disciplinary teams.

Key Responsibilities

Program & Portfolio Leadership

  • Manage the day-to-day operations of the Program Management Office (PMO) supporting BPIMB services
  • Lead Agile planning, rollout, coaching, and organizational change management
  • Maintain task order plans, schedules, quality plans, and monthly reporting deliverables
  • Conduct portfolio-level review of projects, staffing, risks, and performance measures
  • Coordinate all contractor and subcontractor deliverables across task areas

Technical Oversight

  • Provide technical direction across Enterprise Collaboration and Power Platform workstreams (SharePoint, Power Apps, Power Automate, Power BI, etc.)
  • Develop technical roadmaps and drive innovation in cloud services
  • Lead outreach, communications, branding, and adoption activities
  • Oversee performance monitoring and continuous improvement activities

Contract & Resource Management

  • Ensure adherence to cost, schedule, and performance targets for the task order
  • Provide labor/cost reporting and documentation to COR and Government leads
  • Manage staffing, subcontractor oversight, performance measures, and work standards

Required Qualifications

  • 8–10+ years of program/project management experience
  • PMP certification required
  • 5–7 years of Power Platform delivery, governance, or solution leadership experience
  • Power Platform certifications or 10–12 years of blended PM + technical experience
  • Experience supporting NIH, HHS, or other federal civilian agencies strongly preferred
  • Proven experience managing multi-functional technical teams and complex programs
  • Strong communication, stakeholder engagement, and documentation skills

Preferred Skills/Experience

  • Experience with Agile transformation and OCM in federal environments
  • Background in Microsoft 365, SharePoint Online/On-Prem, and Azure-integrated services
  • Ability to present to senior federal stakeholders and lead portfolio reviews
  • Familiarity with HHS EPLC methodology and federal contract performance requirements

Salary and Benefit Information

The likely salary range for this position is $128,350 - $173,650. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
