Job Description

Position Overview
GDIT is seeking an experienced Enclave Project Manager to oversee planning, coordination, and delivery for a secure, multi‑cloud research data enclave supporting federal data access and linkage efforts. This position reports to the Enclave Manager and works closely with engineers, linkage teams, program operations, PPRL staff, and security to ensure enclave projects are delivered timely and aligned with security requirements. This role is central to translating roadmap and SOW requirements into executable project plans and managing work across multiple studies, platforms, and partners.

How a Enclave Project Manager Will Make an Impact
Lead end‑to‑end project management for enclave development, ATO, operations, workstreams, turning technical requirements into plans, schedules, and deliverables. Ensure the enclave reliably supports storage, analysis, and sharing of datasets in a FISMA Moderate, FedRAMP‑authorized, Zero Trust‑aligned environment.

  • Develop and maintain plans and schedules for enclave build‑out, onboarding, ATO, and operations.
  • Coordinate with enclave engineers, and security to deliver FISMA Moderate, FedRAMP, ARS, and Zero Trust requirements, including third‑party assessments and ATO packages.
  • Manage day‑to‑day project operations, tracking costs, progress,  risks, and issues, and ensuring timely delivery project deliverables.
  • Serve as a primary liaison with data linkage, program operations, and PPRL teams.
  • Organize and run meetings, drive agendas, decisions, and address actions.
  • Monitor project performance using dashboards and metrics and drive corrective actions, preventive actions, and continuous improvement.
  • Support ATO and continuous monitoring by coordinating security documentation, assessment activities, remediation, and ongoing reporting with customers and assessors.
  • Coordinate delivery and evolution of enclave activity dashboards, metadata catalogs, and performance/security monitoring aligned with DAMA‑DMBOK and MDM principles.
  • Assist with planning and execution, including schedules and coordination for transferring environments, configurations, documentation, and tools.

What You’ll Need to Succeed

  • Bachelor’s degree or equivalent experience in a relevant field including information systems, computer science, engineering, public health, or other relevant fields.
  • PMI PMP Project Management certification.
  • Demonstrated experience managing projects in IT, cloud, or health data, involving secure enclaves, multi‑cloud platforms, and research infrastructures.
  • Strong understanding of project management practices, including scope, schedule, risk, stakeholder management, documentation, and reporting.
  • Ability to collaborate effectively with technical teams, translating technical roadmaps into project schedules and resource plans.
  • Experience working with federal security and compliance frameworks in close coordination with security and compliance leads.
  • Familiarity with performance/security monitoring, dashboards, and cost‑optimization practices for cloud‑based systems.
  • Excellent organizational skills, with proven ability to manage multiple concurrent workstreams and deadlines.
  • Strong English written and verbal communication skills, including status reports, presentations, and project documentation for government, key stakeholder, and technical audiences.
  • At least 5 years of project management experience supporting federal agencies, research organizations, or IT programs.
  • Ability to obtain and maintain a Public Trust or higher and authorization to work in the United States.
  • Travel at 10–25% to support on-site collaboration primarily in the DC Metro area.​

Preferred

  • Master’s degree in a related field.
  • 7+ years of experience managing projects involving large data sources, secure enclave environments, or data linkage.
  • Project management certifications such as Agile, ITIL, or other technical credentials.
  • Prior experience supporting HHS and NIH customers, particularly on RWD initiatives in health or health services research.
  • Familiarity with data lifecycle, DUAs, and governance workflows in federal research settings, and comfort working closely with technical and policy teams.

Salary and Benefit Information

The likely salary range for this position is $119,870 - $162,178. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
