Job Description

GDIT is seeking a HIGLAS Functional Documentation Analyst for our Healthcare General Ledger Accounting System (HIGLAS) program at the Centers for Medicare & Medicaid Services (CMS). We are looking for business subject matter expert who understands the HIGLAS system to provide functional expertise/support to the project.

The HIGLAS Functional Documentation Analyst will bring prior HIGLAS experience to assist with design documentation cleanup efforts. The ideal candidate will have a solid understanding of CMS-HIGLAS business processes to effectively and accurately contribute to the cleanup and organization of documentation. 

Job Responsibilities: 

  • Review and organize the design specifications inventory across all lines of business to ensure completeness and clarity. 

  • Develop a structured documentation strategy to present and report progress to GDIT and FMSG leadership on a regular basis. 

  • Assess the accuracy of design specifications by addressing outdated information, correcting business rules, scenarios, and assumptions, and identifying and incorporating any missing elements into the documents. 

  • Collaborate closely with HIGLAS subject matter experts to clarify and refine design documentation content, which includes validating the content against the code base. 

  • Work jointly with stakeholders as needed to validate business requirements. 

  • Revise and restructure design specifications to align with CMMI Level V standards. 

  • Conduct peer reviews with subject matter experts for updates made to the documentation. 

  • Manage version controls for updated documents, ensuring they are accurate and properly checked into the repository. 

  • Support HIGLAS EPICs and production activities while engaging subject matter experts for critical inputs and updates related to documentation. 

Job Qualifications: 

  • HIGLAS experience with Oracle Federal Financials FV, GL, AP, AR, PO  

  • Knowledge of HIGLAS interfaces and extensions with Oracle SQL / PL-SQL 

  • Knowledge of Fee for service Medicare business processes 

  • Knowledge of Administrative Project Accounting  

  • Knowledge of Centers for Consumer Information and insurance oversight 

  • Knowledge of user activities for Medicare Administrative contractors 

Location: Remote

Clearance : Requires the ability to pass a CMS background check and meet the residency requirement for having resided in the US at least (3) three out of the last (5) five years in order to obtain a Public Trust.

Salary and Benefit Information

The likely salary range for this position is $112,840 - $145,475. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
