As a Deputy Program Manager (DPM) supporting the CIO Infrastructure Services (CIS) program, you will help lead one of the Intelligence Community’s largest and most critical enterprise IT modernization and operations initiatives. You will provide program‑wide leadership across engineering, operations, and technology refresh portfolios spanning more than 250 global sites.

You will serve as the Program Manager’s principal deputy, partnering with Government leadership and technical service lanes to ensure the successful delivery of mission‑critical IT services to the Defense Intelligence Enterprise. Your work enables the modernization, security, accessibility, and operational continuity of core intelligence systems relied on by analysts, warfighters, and decision‑makers.

HOW A DEPUTY PROGRAM MANAGER WILL MAKE AN IMPACT

In this role, you will:

  • Support the Program Manager in all areas of contract execution and decision‑making, and act with full delegated authority as required
  • Oversee daily operations across Engineering, Operations, Tech Refresh, Data Center Services, and Cyber service towers
  • Integrate cost, schedule, performance, staffing, risk, and quality across all CIS workstreams
  • Maintain program baselines, performance metrics, and reporting required by the Government, including CDRLs, SLAs, KPIs, risks, and financial execution
  • Provide guidance and leadership to cross‑functional teams across dispersed locations
  • Support development, maintenance, and integration of program‑level schedules—including the Comprehensive Project Schedule (CPS) and program IMS
  • Lead internal coordination for planning, governance boards, IPRs, technical exchange meetings, staffing synchronization, and program‑wide communications
  • Manage staffing plans, resource allocation, onboarding processes, and cross‑team alignment to customer priorities
  • Support financial management, burn‑rate analysis, forecasting, and corrective action planning
  • Ensure program compliance with the client, DoW, and IC policies—including RMF, cybersecurity controls, supply‑chain risk management, and audit requirements
  • Coordinate transition, phase‑in/phase‑out, and modernization activities to ensure minimal disruption to mission operations
  • Build strong relationships with Government PMO counterparts and serve as a trusted advisor for operational and strategic decisions

WHAT YOU’LL NEED TO SUCCEED

Required:

  • CLEARANCE: Active TS/SCI with CI Polygraph
  • EDUCATION: Bachelor’s degree in business, engineering, management, IT, or related field (or years of additional relevant experience in lieu of degree)
  • 8+ years of experience supporting or managing large‑scale IT, engineering, or enterprise operations programs
  • 5+ years of experience in program or project management roles within DoW, IC, or federal environments
  • Proven ability to manage cost, schedule, performance, and risk across complex, multi‑tower technical programs
  • Demonstrated experience leading teams across geographically dispersed locations
  • Strong communication, stakeholder management, and leadership skills
  • Experience with ITIL/ITSM, risk management, change management, and enterprise‑scale operational processes
  • US citizenship required

  • LOCATION: Onsite

Preferred

  • Project Management Professional (PMP) certification
  • ITIL v4 Foundations certification
  • Experience supporting the client, DoDIIS, or IC enterprise IT programs
  • Familiarity with CMMC, NIST 800‑53, policies, and RMF processes
  • Experience with tools such as MS Project, ServiceNow/Service Central, Jira, and enterprise reporting systems

Salary and Benefit Information

The likely salary range for this position is $147,292 - $199,278. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
