Job Description


The Deputy Program Manager (DPM) supports the Program Manager in the leadership, execution, and oversight of a large government cybersecurity program. The DPM assists in ensuring all contractual, operational, and mission objectives are met by overseeing day‑to‑day operations, coordinating with technical and support teams, and ensuring high‑quality delivery of cyber defense services. The DPM serves as the PM’s principal delegate, providing continuity of leadership and ensuring teams remain aligned with mission needs, performance standards, and program goals.

Key Responsibilities

Leadership and Program Execution

  • Support the Program Manager in the overall management, direction, and operational oversight of all activities.

  • Ensure teams understand and execute tasks aligned with the customer mission to stop cyber threats, harden the terrain, and drive toward a safer ecosystem.

  • Oversee teams performing work related to cyber defense planning, public‑private coordination, capability assessments, asset response activities, threat hunting, and adversary activity analysis.

  • Assist in ensuring all activities adhere to the NIST Incident Response Lifecycle, NIST SP 800‑61r2, the Risk Management Framework (RMF), and Cybersecurity Incident & Vulnerability Response Playbooks.

Stakeholder Engagement

  • Oversee teams that coordinate communications with contracting officers, CORs, and Government mission partners, ensuring accuracy, quality, and contract alignment.

  • Oversee teams engaging internal and external partners such as CI, SLTT, and FCEB organizations to support cyber defensive operations.

  • Oversee teams preparing and delivering program reports, risks, milestones, and operational updates for PM and senior‑level review.

Mission and Operational Alignment

  • Oversee teams responsible for executing threat hunting, intelligence analysis, vulnerability identification, crisis support activities, and defensive planning.

  • Ensure teams deliver operational outcomes aligned with mission goals, including improved cyber resilience, intelligence delivery, unified cyber defense posture, OT defense strengthening, and priority‑partner mobilization.

  • Oversee teams supporting modernization of cyber infrastructure, enhanced crisis‑response capabilities, and integrated mission‑aligned cyber defense operations.

Resource and Performance Management

  • Support the PM by overseeing staffing and workforce management teams responsible for recruiting, aligning, training, and sustaining a mission‑ready workforce.

  • Oversee teams responsible for performance measurement, quality assurance, metrics tracking, and deliverable compliance.

  • Oversee risk management and operational support teams identifying risks, resolving issues, and ensuring efficient program execution.

Strategic Planning and Continuous Improvement

  • Support PM‑led strategic planning activities by overseeing teams conducting analyses, planning sessions, and capability alignment assessments.

  • Oversee process improvement teams using data‑driven methods to enhance efficiency, mission effectiveness, and program outcomes.

  • Oversee teams supporting whole‑of‑government threat hunting initiatives and coordination of national cybersecurity campaigns.

Required Qualifications

  • Experience supporting management of large, complex cyber or IT programs for Federal Government customers.

  • Demonstrated ability to oversee multidisciplinary technical teams performing cyber defense, incident response, threat intelligence, or vulnerability management activities.

  • Understanding of NIST SP 800‑61r2, RMF, and federal cyber incident response frameworks.

  • Strong communication, team‑coordination, and organizational skills.

  • Ability to support program performance oversight, scheduling, budgeting, and risk management.

  • Ten (10) years of overall cybersecurity program management experience

Preferred Qualifications

  • Experience supporting CISA, DHS, or other national cyber mission environments.

  • Background supporting SLTT, CI, and federal civilian cybersecurity organizations.

  • Relevant cybersecurity or program management certifications (e.g., CISSP, CISM, PMP, CGRC).

  • Experience supporting crisis operations, threat hunting programs, or cyber defense planning functions.

Salary and Benefit Information

The likely salary range for this position is $212,500 - $287,500. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
