Resource Advisor

Position Summary
The Resource Advisor (RA) is a key personnel role responsible for overseeing financial management, contract threshold monitoring, and funding compliance across the AWAKEN Enterprise. This role ensures the program remains financially aligned with AETC and Government expectations by proactively tracking expenditures, managing thresholds, preparing accurate invoices, and providing timely financial reporting. The Resource Advisor works closely with the Program Manager, COR, and AWAKEN Government Technical Leads to support cost transparency, audit readiness, and responsible fiscal stewardship.

This is a mission‑critical position ensuring the AWAKEN contract maintains cost discipline while enabling seamless delivery of IPS, MNS, MSS, site activations, transitions, and modernization activities.

The Resource Advisor ensures the AWAKEN Enterprise remains financially compliant, transparent, and well‑positioned to support AETC’s mission. By maintaining timely reporting, financial discipline, and proactive engagement with Government leadership, the RA safeguards program continuity while strengthening trust and accountability.

Key Responsibilities

Financial Oversight & Threshold Management

  • Monitor all contract expenditures, CLIN usage, and labor allocations to ensure execution stays within approved financial thresholds.
  • Proactively notify the COR and AWAKEN Government Technical Leads when contract limits or financial ceilings approach critical levels.
  • Track surge usage, special construction, ODCs, and enterprise support funding in accordance with the PWS CLIN structure.
  • Assist in preparing contract financial‑related inputs for PMRs, CCBs, deployment planning, and enterprise architecture discussions.

Invoicing & Cost Reporting

  • Prepare, review, and submit accurate, timely invoices in accordance with Government requirements.
  • Ensure invoices reflect approved work, correct CLIN mapping, accurate labor categories, and valid supporting documentation.
  • Validate that outage credits, SLA credits, and other cost adjustments are applied per contract requirements.

Program Financial Analysis & Forecasting

  • Support the Program Manager with financial forecasting, budget planning, and cost‑to‑complete projections.
  • Provide monthly and quarterly financial rollups for PMRs, including expenditures, burn rates, variances, and future funding needs.
  • Identify cost risks and recommend mitigation strategies to maintain program stability.

Coordination With Government & Internal Stakeholders

  • Serve as the primary financial interface to the COR and AWAKEN Government Technical Leads on all cost‑related matters.
  • Provide recurring financial status updates during PMRs and other reviews.
  • Coordinate closely with logistics, engineering, procurement, and operations teams to validate cost elements and ensure compliance.

Compliance, Audit Readiness & Documentation

  • Maintain complete financial documentation for audits, reconciliations, and Government reviews.
  • Ensure compliance with DoD financial management regulations, contract terms, and AETC‑specific policies.
  • Track and maintain financial records related to equipment procurement, software licensing, hardware warranty renewals, and service subscriptions.
  • Support required reporting on licensing status (e.g., annual reporting deadlines).

Required Qualifications

  • Bachelor’s degree in Finance, Accounting, Business Administration, or related field (or equivalent experience).
  • 10+ years of experience supporting financial management for federal, DoD, or large‑scale IT contracts.
  • Proven experience preparing accurate invoices and managing contract cost performance.
  • Strong skills in financial analysis, forecasting, reconciliation, and variance tracking.
  • Excellent communication and coordination skills, especially when interacting with Government stakeholders.

Preferred Qualifications

  • Experience supporting USAF, AETC, DoD, or other federal network/IT programs.
  • Familiarity with WAWF invoicing procedures and DoD financial compliance.
  • Experience supporting firm‑fixed‑price (FFP) and surge‑based CLIN structures.
  • Certifications such as CGFM, CDFM, PMP (with cost emphasis), or equivalent.

Salary and Benefit Information

The likely salary range for this position is $96,569 - $130,651. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
