Join GDIT to support the Department of Veterans Affairs (VA) through the NEDIIS program. As the Telecom Transition Manager, you will lead the coordinated transition of network and telecommunications services from the outgoing contractor into steady‑state GDIT operations. This role ensures a smooth, controlled, and fully documented handoff to support VA OIT’s mission‑critical infrastructure.
How You Will Make an Impact
• Lead and manage the end‑to‑end transition of network and telecom services with minimal disruption to VA operations.
• Participate in reviews of existing program documentation to ensure full understanding of technical, operational, and contractual requirements.
• Observe and engage in knowledge‑transfer activities, including desk‑side shadowing of the outgoing contractor, learning SOPs, workflows, tools, and stakeholder roles.
• Acquire full access to and understanding of all tools, repositories, systems, and operational data required for transition and ongoing support.
• Provide the VA COR with ongoing status regarding onboarding requirements, training, clearances, access requests, and certification progress.
• Oversee development of transition documentation, including runbooks, SOPs, readiness checklists, and operational handoff materials.
• Coordinate with engineering, NOC, operations, and security teams to ensure readiness for TIC, SD‑WAN, WAN/LAN, and telecom services entering production.
• Support TIC gateway design, configuration review, and technical refresh efforts when required for transition readiness.
• Provide Tier IV escalation support for high‑complexity network and telecom issues during transition.
• Maintain alignment with VA policies, NIST SP 800‑53, TIC 3.0, Zero Trust, and ATO sustainment requirements.
• Communicate transition status, risks, dependencies, and milestones clearly with internal and external stakeholders.
• Support vendor evaluations, technology assessments, and pilot activities associated with modernization efforts.
• Mentor team members and ensure adoption of transition processes and best practices.
What You’ll Need to Succeed
• Bachelor’s degree in Telecommunications, IT, Engineering, or Computer Science (or equivalent experience).
• 5+ years of experience delivering enterprise telecom or IT services within complex organizations.
• Demonstrated experience leading service transitions in federal or regulated enterprise environments.
• Hands‑on experience with TIC 3.0, WAN/LAN, SD‑WAN, circuit provisioning, IPS/IDS, DNS filtering, and cloud‑connected network services.
• Strong working knowledge of ITIL service transition practices and NOC operational workflows.
• Experience developing SOPs, runbooks, readiness assessments, and transition documentation.
• Familiarity with NIST SP 800‑53, RMF, Zero Trust, FedRAMP, and ATO processes.
• Experience working in multi‑vendor/SIAM environments with cross‑domain coordination and shared KPIs.
• Proficiency with monitoring and observability tools such as SolarWinds, Splunk, DataDog, Wireshark, or similar.
• Strong communication skills and experience interfacing with CORs, COs, PMO leadership, and technical SMEs.
Required Certification:
CCNA or CCNP
Desired Certifications
• PMP
• ITIL Foundation / ITIL 4
• SAFe Agilist or Scrum Master
• AWS or Azure Architect certifications
Security & Location
• Must be able to obtain a Public Trust clearance.
• Hybrid role based in Martinsburg, WV or Austin, TX.
• Visa sponsorship will not be provided for this position.

The likely salary range for this position is $114,750 - $155,250. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
