Budget and Foreign Assistance Analyst 

GDIT is seeking a Budget and Foreign Assistance Analyst to support foreign assistance financial management, congressional notifications, and interagency coordination on international security assistance programming.  

GDIT partners with the Department of State’s Office of Cooperative Threat Reduction (ACN/CTR) to implement innovative, efficient, and cost-effective threat-driven security assistance programming that protects U.S. national and economic security and prevents U.S. adversaries from developing, acquiring, or using Weapons of Mass Destruction (WMD), delivery systems, advanced conventional weapons, and dual-use advanced and emerging technologies.  

The Budget Analyst will serve as an on-site contractor at the State Department and support ACN/CTR’s foreign assistance financial management process, including award management and monitoring of cooperative agreements and interagency agreements, drafting congressional notifications and reports, developing departmental invoices, responding to programming data calls, and supporting ACN/CTR’s participation and response to oversight requests from the Office of Inspector General (OIG) and the Government Accountability Office (GAO). Responsibilities include working closely with ACN/CTR program teams to effectively advocate for ACN/CTR security assistance program priorities and develop justifications, presentations, and other supporting materials for State Department leadership to use in Department, interagency, White House, and Congressional interactions.  

Additional duties include interagency coordination on international security assistance programming, specifically regarding the Department of War’s (DoW) cooperative threat reduction programming expansion requests and collaborating with policy, legal, and program stakeholders in both the State Department and DoW.    

Responsibilities:   

• Support foreign assistance budgeting and financial process, seeking ACN Bureau Front Office approval for security assistance awards and activities, coordinating quarterly reporting deliverables and invoices, managing and monitoring awards, and other ad hoc analyses/special projects. 

• Understand foreign assistance requirements and track changing policy guidance on program implementation in ACN/CTR partner countries.  

• Generating various reports and written products, including Congressional Notifications, award justifications and associated memos, and responses to various departmental data calls. 

• Work with ACN/CTR management and program advisors to respond to reviews by the Office of Inspector General and Government Accountability Office.  

• Coordinate with policy, legal, and program stakeholders in both the State Department and DoW on DoW cooperative threat reduction programming, including drafting and contributing to various memos, background papers, legal agreements, and meeting materials and agendas.  

• At the direction of ACN/CTR management, develop briefings, speeches, and other materials in support of congressional or interagency briefings to support critical threat reduction efforts.  

• Liaise and develop strong relationships with the relevant State Department foreign assistance, legal, regional, and congressional stakeholders, to include the Bureau of the Comptroller and Global Financial Services (CGFS), Office of Foreign Assistance Oversight (F/FAO), the Office of the Legal Advisor (L), and the Bureau of Legislative Affairs (H), as well as DoW and USG interagency stakeholders.  

• Collect and analyze office-wide inputs for required qualitative and quantitative data submissions and requests for information.  

• Other activities as assigned by the ACN/CTR Office Director, Deputy Director, and Team Chiefs and Deputy Team Chiefs. 

Qualifications:  

• Demonstrated prior experience with U.S. Government financial and budget management, experience with foreign assistance programming and budgets is preferred.  

• Possess and demonstrate outstanding skills in diplomacy, communication, teamwork, stakeholder coordination, and project management.  

• Knowledge of Department of War programs, including Cooperative Threat Reduction programs, and experience conducting interagency coordination.  
• Possess strong writing skills and experience in analysis, research, strategy development, and implementing international programs in a culturally sensitive manner.   

• Knowledge and demonstrated experience with federal assistance funds, including budget analysis, execution, organization, and management.  

• Experience utilizing Excel and other relevant financial and program management tools. 

• International travel may be required 

• The candidate must possess and maintain a U.S. Government security clearance.   

• For the Analyst Level: Bachelor’s degree and a minimum of 4+ years’ relevant experience, Master’s degree and 2+ years’ relevant experience, or a Ph.D. A financial, international affairs, national security, or foreign policy background is preferred.
