HOW A PROPOSAL ENGINEER WILL MAKE AN IMPACT

Job Description Summary:

This position is responsible for business development activities in support of multiple programs. In this role, you will be part of a multidisciplinary team of engineers collaborating across various program departments—including User Facing and Data Center Infrastructure, Engineering, Architecture, and Operations—to develop innovative solutions aligned with customer requirements. You will be instrumental in shaping IT solutions that directly address client needs through comprehensive requirements analysis and strategic problem-solving.

You will be responsible for identifying and resolving issues related to both technical and non-technical proposal deliverables. This encompasses the full lifecycle of solution development, including requirements gathering, conceptualization, documentation, and delivery.

Job Description:

  • Analyzing customer needs to determine functional and non-functional requirements for a wide variety of Data Center and User Facing IT infrastructure projects.
  • Researching, identifying, and recommending resources required for task execution and completion.
  • Expediting project awards by mapping requirements to methodologies as well as labor and material service catalogs to ensure solicitation criteria is met.
  • Working with technical and operations staff to develop solutions that meet customer requirements, as well as identifying risks, external dependencies, and contingencies.
  • Leveraging historical data from similar proposals and applying service labor and material catalogs in the design of proposed solutions.
  • Obtain vendor quotes for material and travel expenses when necessary to build and document accurate cost proposals.
  • Manage proposal content to include reference material and documentation used to create proposal, as well as maintain records in accordance with program, corporate and government policies and standards.
  • Generate recommendations in the form of technical briefings, reports, and other major documents provided to senior level government and contractor leadership personnel.
  • Maintain current knowledge of relevant technologies and subject areas.
  • Participate in special projects as required.
  • Coordinating, scheduling, and leading internal and external technical exchange meetings (TEMs) to clarify project requirements and resolve issues, enabling timely submission of proposals when required.

WHAT YOU’LL NEED TO SUCCEED:

EDUCATION:

Bachelor's Degree in a related technical discipline.

REQUIRED:

QUALIFICATIONS

  • 5+ years of relevant experience in requirements engineering, systems engineering or project management and proposal support
  • Experience developing bids for engineering proposals ensuring alignment with customer needs and business goals.
  • Experience with technical documentation, program related messaging and customer deliverables.
  • Experience with customer requirements gathering and understanding of Enterprise IT Infrastructure such as Data Center Management Lifecycle; Desktop Hosting; Unified Communications; End User Device Support; Video & A/V Support.
  • Experience with IT Service Management and services-based contract vehicles.
  • Exceptional interpersonal and client-facing skills.
  • Exceptional writing skills.
  • Ability to effectively manage competing priorities to meet strict proposal deadlines, ensuring timely submission of high-quality content.
  • Active TS/SCI clearance and eligibility to obtain a CI Poly

DESIRED:

Salary and Benefit Information

The likely salary range for this position is $114,750 - $155,250. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
