Job Description

Cyber Exercise Planner (Senior)

Opportunity to join a mission‑critical DHS program delivering cyber exercise planning, execution, analysis, and operational support. CISA Exercises is responsible for developing, designing, conducting, and analyzing exercises and workshops at the state, federal, regional, private sector, and international level. Exercises range from tabletop exercises intended to identify policy and process issues under a variety of authorities, to full-scale exercises with public and private sectors to test command and control procedures, response mechanisms, and cross-sector coordination.

In this role, you will help design realistic cyber scenarios, evaluate stakeholder preparedness, and produce insights that inform CISA’s national cybersecurity mission. Your expertise will directly contribute to improving response capability, enhancing resilience, and supporting CISA’s strategic initiatives across the nation.

MEANINGFUL WORK AND PERSONAL IMPACT

  • Support federal client and exercise contract leads to plan, coordinate, and execute cyber exercises according to the DHS Homeland Security Exercise and Evaluation Program (HSEEP) principles. This includes identifying objectives, developing scenarios, designing exercise construct, supporting the exercise conduct, and after-action report development.
  • Drafts and maintains exercise life cycle documents to include those needed from early concept and planning meetings through execution and after-action reporting.  These documents include active scenarios developed to meet exercise outcomes and test cyber incident response plans.
  • Develops after action reports and improvement plans which incorporate recommendations and modifications to cybersecurity plans, processes, and protocols.
  • Assists with coordination and facilitation of requirement gathering sessions and works with business -owners and government stakeholders to define and document user cybersecurity process evaluations
  • Researches, assesses, and analyzes customer needs and requirements.

WHAT YOU’LL NEED TO SUCCEED

  • Familiarity with exercise development, design, conduct, and analysis
  • Familiarity with Homeland Security Exercise and Evaluation Program (HSEEP) Methodology
  • Expertise with Microsoft Office 365 applications; particularly Microsoft Word, Excel, and PowerPoint
  • Excellent written and verbal communication skills
  • Customer service orientation, focus, and ability to multitask
  • Ability to respond to urgent and sensitive requests for information in a timely manner
  • Attention to detail
  • Strong and demonstrated teamwork abilities
  • Flexible, self-motivated, and able to adapt to changing circumstances
  • A basic understanding of the Cybersecurity field

PREFERRED EDUCATION AND EXPERIENCE

  • BS/BA Degree or equivalent experience
  • 8+ years of relevant experience
  • Clearance: TS/SCI required.

Salary and Benefit Information

The likely salary range for this position is $114,750 - $155,250. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
