Job Description

GDIT has an opportunity for a Project Manager to lead the delivery, coordination, and execution of Master Entitlement Record (MER) and Radiant Logic–based identity data management initiatives. This role supports the DoW ICAM mission by ensuring the accurate aggregation, correlation, synchronization, and distribution of identity and entitlement data across enterprise, mission‑partner, tactical, and edge environments. This is a fully remote position. Meaningful Work and Personal Impact:
Ideal candidate understands identity data governance, authoritative source integrations, entitlement modeling, and the operational value of MER within enterprise ICAM. As the Project Manager for MER, you will oversee delivery timelines, cross-team coordination, data-source onboarding efforts, and integration readiness to ensure MER services support Zero Trust, identity assurance, and enterprise governance requirements. You will work closely with engineering teams, cybersecurity, data owners, application stakeholders, and mission partners to ensure MER enhancements are executed effectively with strong operational alignment.
  • Lead project planning, execution, and delivery for MER initiatives including identity aggregation, correlation, distribution workflows, entitlement governance capabilities, and authoritative data onboarding.
  • Coordinate engineering teams supporting RadiantOne configurations, synchronization logic, identity workflows, connector development, and identity correlation enhancements.
  • Develop and maintain project schedules, milestones, risk registers, dependency maps, and communication plans.
  • Facilitate requirement-gathering sessions with identity owners, data stewards, application teams, and mission partners to ensure MER accuracy and completeness.
  • Oversee onboarding of authoritative data sources, directory repositories, and systems requiring identity and entitlement data through the enterprise MER pipeline.
  • Support implementation of MER capabilities across disconnected, intermittent, and low-bandwidth (DDIL) environments where identity distribution and synchronization are critical.
  • Ensure project artifacts, documentation, SOPs, and operational readiness materials are updated in alignment with new MER capabilities.
  • Provide timely leadership updates on schedule progress, delivery risks, cross-team issues, and downstream dependency impacts.
  • Identify data governance gaps, correlation issues, quality risks, or emerging modernization needs and coordinate resolution paths with engineering and cybersecurity teams.
  • Support compliance, Zero Trust alignment, and identity-centric security objectives through reliable, authoritative MER data and entitlement accuracy.
WHAT YOU’LL NEED TO SUCCEED (Required):
  • Bachelor’s Degree and a minimum of 5 years’ experience required.  An additional 4 years of experience may be substituted in lieu of degree.
  • Minimum of an active Secret clearance required.
  • Current DoW 8140 certification (Security+ CE or higher).
  • Minimum 5 years of experience leading technical, cybersecurity, or identity-related projects in complex enterprise environments.
  • Strong understanding of Radiant Logic / RadiantOne FID, identity data virtualization, identity aggregation, and authoritative identity management.
  • Experience with identity correlation, reconciliation, entitlement modeling, and identity lifecycle processes (Joiner/Mover/Leaver).
  • Ability to manage complex, multi-source identity integrations including directory services, HR systems, mission partner identity sources, and downstream consumers.
  • Demonstrated ability to manage large-scale technical projects with cross-functional teams and multi-system dependencies.
  • Strong communication, organization, and analytical skills with a focus on execution and delivery.
WHAT YOU’LL NEED TO SUCCEED (Desired):
  • Experience with MER/MUR implementations, Radiant Logic synchronization, identity analytics, and correlation optimization
  • Familiarity with DoD identity ecosystems, authoritative identity governance, and enterprise ICAM modernization efforts
  • Understanding of NIST 800‑63 identity assurance principles.
  • Experience supporting Zero Trust Architecture with emphasis on identity governance and access controls.
  • Familiarity with Agile methodologies, DevSecOps workflows, or enterprise modernization programs.
