Job Description

As a Program Manager supporting CMS, you will propel our existing programs forward with visionary leadership for our CMS clients, offering thought leadership, reasonable counsel, and operational discipline on our existing programs. In this position, you will help with GDIT's account management for CMS with a specific focus on relationship management and service delivery. This position will provide broad cross-domain and cross-disciplinary expertise in ensuring the organization is strategic in future enterprise application and system thought, as well as applying best industry best practices in system planning, implementation, and innovation. Work visa sponsorship will not be provided for this role.

In this Program Manager role, you will be responsible for executing GDIT's strategic initiatives and ensuring compliance with the Affordable Care Act’s (ACA) requirements while supporting the Enrollment Community (EC) for CMS’s Federally Facilitated Exchange.  This position requires a highly motivated and experienced leader who can navigate complex challenges, execute tasks with precision, and foster trust-based relationships with both internal and client stakeholders.

In this role, we will entrust you to manage project schedules and tasks for development and operations team members, manage work assignments to project and contract scope, and build and maintain client trust. The ideal candidate will possess a Consultant Mindset, demonstrate ability to see the bigger picture, analyze complex problems to design actionable solutions, drive user adoption and champion continuous improvement. In this client-facing role, a typical day will include:

**Project and Task Management**

  • Develop, maintain, and oversee comprehensive project schedules to ensure timely project delivery.
  • Allocate tasks effectively to development and operations team members to align with project and contract requirements.
  • Proactively identify and address potential roadblocks, making adjustments to program plans as necessary.

 

**Stakeholder Collaboration**

  • Build and nurture trust with clients by delivering consistent, high-quality results and maintaining open communication.
  • Set realistic expectations and establish transparent lines of communication with all stakeholders.
  • Act as a key point of contact for both internal teams and the client, ensuring alignment on all project goals and deliverables.

 **Strategic Leadership**

  • Execute GDIT’s strategic imperatives, focusing on ACA standards and the Enrollment Community.
  • Demonstrate a Consultant Mindset by identifying challenges, implementing actionable solutions, and fostering continuous improvements.
  • Drive user adoption by engaging with users and delivering value-driven results that align with client expectations.

**Performance and Quality Oversight**

  • Ensure that all project deliverables meet the required quality standards and comply with regulatory guidelines.
  • Track and report on program metrics, providing data-driven insights to improve program performance.

REQUIRED QUALIFICATIONS:

  • Bachelor’s degree and 5+ combined years of Policy Analyst, Healthcare Operations, and/or other relevant experience
  • 6+ years of Affordable Care Act (ACA) Experience, specifically supporting the Centers for Medicare and Medicaid Services (CMS) Centers Consumer Information and Insurance Oversight (CCIIO).
  • Excellent oral, written and presentation communication skills, with a demonstrated ability to communicate complex technical topics to various stakeholders, management levels, and non-technical audiences, and to independently lead various meetings and technical calls
  • Must have proven experince successfully managing client relationships.
  • Must have experince leading and managing remote software development teams, including mentoring and providing performance management.
  • Knowledge of health care policy, the ACA, CMS Operations, and related issues
  • Experience coordinating with CMS/HHS to prepare for the public release of regulations and guidance related to agency policies and operations
  • Experience creating schedules and timelines, tracking deliverables and metrics, and providing demonstrations and virtual trainings.
  • Experience continuously striving for excellence in adapting new technologies, decision making and exceeding expectations.
  • Experience with Agile and Waterfall management approaches, industry-best practice patterns, modern data storage techniques.
  • Consistent quality performance rated valued or higher (Internal candidates)
  • Candidate must be able to obtain Public Trust clearance
  • Candidate must have lived in the United States at least three (3) out of the last five (5) years

PREFERRED QUALIFICATIONS:

  • Strongly preferred: extensive experience with the CMS environment, customers and building appropriate solutions for this customer.
  • Experience with customized Salesforce solutions
  • Experience in leading the transition of an organization from Waterfall to Agile.
  • Experience on multiple Scrum teams in a variety of contexts (different team sizes, different organizations, different cultures, co-located vs. distributed, etc.).
  • Experience with software DevSecOps/DevOps pipeline processes and tools.
  • Excellent oral and written communication skills, with an ability to communicate complex technical topics to management and non-technical audiences.
  • Ability to work independently and interact regularly with government and non-government stakeholders at multiple levels of authority.

Salary and Benefit Information

The likely salary range for this position is $119,000 - $161,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
