Job Description

The Program Manager is responsible for contract personnel management and oversight of the financial aspects of program execution; is the point of contact for these aspects of program execution, and ensures all personnel associated with the program are effectively supporting customer needs. The Contract Program manager facilitates the development of monthly Contract Deliverables (CDRLS) and financial reporting. Responsibilities also include weekly reviews of the contract’s staffing status to include sourcing for new labor requirements or backfilling for vacant positions. Candidate is a leader who is expected to be detailed oriented, organized, proactive, demonstrate good judgement, and skilled at developing Customer relationships and development, performance evaluation and merit increases or bonuses of GDIT employees on the program.

What you will be doing:

Overseeing the fulfillment of personnel resource requirements and financial reporting aspects of contract deliverables to achieve all key contract staffing and financial performance indicators. Collaborating with other members of the team to ensure that all work performed is of high quality and meets the customers’ needs within funding, scheduling, and staffing constraints. Work across government and contractor team to identify and introduce new innovations that advance and modernize the customer ecosystem. Serve as focal point with reach back to GDIT corporate to onboard new technologies, capabilities, and processes.  Offboarding contract personnel who are not performing to the customer’s standards and backfilling those positions. Onboarding new GDIT employees to the program Utilizing the Sponsor’s project management and activity tracking systems to plan, direct and schedule timely and successful completion of all efforts described in this SOW. Serve as the primary point of contact to the Sponsor for technical, cost and schedule performance matters pertaining to this contract. Deliver a Monthly Contract Status Report (MCSR) each calendar-month, including detailed monthly invoicing using the Sponsor’s ALM templates loaded into the ALM system; descriptions of monthly cost, schedule, and technical performance measures for all program and project work; updates on unforeseen events impacting cost, scope, or schedule; Service Level Agreement compliance reports; availability and resiliency statistics for all production systems; and updates on system performance and workflow metrics. Assist the Sponsor with communicating and collaborating across organizational boundaries Prepare and present briefings for Technical Exchange Meetings and Systems Engineering Review Boards.

What You Will Need:

  • Experience managing Cost Plus Fixed Fee and Time and Materials contract types.
  • Project Management Professional (PMP) Certification
  • College Degree (BA/BS or higher) or five years of technical experience serving as a contract management lead with increasing responsibilities on projects of similar scope.
  • Experience managing subcontractors to backfill positions, track timesheets and financial oversight as it pertains to CDRLS.
  • Excellent verbal, written and interpersonal communication skills are required for effective interface with internal and external customers.
  • Technical knowledge or management of the following critical competencies:
    • DevSecOps Engineering
    • Java and/or Python Programing
    • Web Application Programming
    • Communications/ Visual Media
    • Systems Integration/ Requirements Gathering

Would Be Great If You Had:

  • A minimum of five years serving as a Program Manager leading teams over 40 FTE and financial responsibility over $50 million annually on CPFF contract type.
  • Experience developing proposals in response to Engineering Change Proposals (ECPs).

Salary and Benefit Information

The likely salary range for this position is $170,000 - $230,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
