Position Summary
The SOP / CONOPS Governance Analyst owns and maintains the governance documentation set for a 24x7x365 national‑level cyber command center. This role develops standard operating procedures, CONOPS‑aligned processes, and work instructions to ensure consistent, auditable operations that remain stable through staffing changes. Work is performed directly with operators, ensuring procedures match real floor practice. The analyst produces the annual governance package, quarterly updates, and maintains documentation as operations evolve.
Key Responsibilities
Governance Documentation Ownership
• Manage SOPs, work instructions, and supporting process documentation.
• Produce the annual governance package and quarterly updates.
• Maintain a version‑controlled, traceable documentation baseline.
• Ensure coverage across all watch‑floor and incident functions; identify gaps.
SOP & Work Instruction Development
• Create procedures that reflect actual operational practice and are usable on shift.
• Work directly with watch officers, analysts, and incident staff to capture real workflows.
• Write with clarity and specificity to support consistent execution across shifts.
• Consolidate, retire, or correct outdated procedures.
Procedures for Analysis, Review & Authority
• Document analytic workflow from research through assessment and decision.
• Define review criteria for assessments and recommended actions.
• Capture authority models, including external approval requirements.
• Document classification handling and downgrade request procedures.
CONOPS Alignment
• Ensure procedures align with CONOPS and approved mission direction.
• Identify and escalate operational practice diverging from CONOPS.
• Support updates to CONOPS‑level documentation as mission scope changes.
Configuration Control & Change Integration
• Maintain configuration control for the documentation set, including review and release procedures.
• Integrate changes from incidents, AARs, exercises, tool updates, and customer direction.
• Track pending changes through completion.
Continuous Improvement
• Use AARs, metrics, and operator feedback to improve procedures.
• Recommend process changes to reduce manual effort, remove ambiguity, or address failure modes.
• Support exercises and readiness activities that validate procedures under load.
Deliverable Production & Review
• Produce contract‑required governance deliverables at expected quality.
• Coordinate internal review and approval.
• Maintain records of submissions and associated requirements.
Required Qualifications
• Experience authoring SOPs, work instructions, or CONOPS documentation.
• Ability to elicit and translate practitioner workflows into clear procedures.
• Experience maintaining controlled documentation baselines.
• Experience producing recurring deliverables on schedule.
• Strong written communication and attention to precision.
• Technical training, certification, or degree, plus 5 years relevant experience.
• Active Top Secret clearance.
Preferred Qualifications
• Experience in national‑level cyber operations centers.
• Experience developing governance documentation for SOCs or watch floors.
• Familiarity with incident response lifecycle, escalation frameworks, and authority models.
• Experience documenting analytic review or approval workflows.
• Experience supporting readiness reviews, exercises, or AARs.
• Familiarity with ISO, CMMI, or similar frameworks.

U.S. Citizenship Required
The likely salary range for this position is $114,750 - $155,250. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
