Job Description

OPERATIONS MANAGER

Own your opportunity. Make your impact

As an Operations Manager supporting the CIO Infrastructure Services (CIS) program, you will lead enterprise‑wide operational service delivery across one of the Intelligence Community’s largest, most complex IT infrastructures. You will manage operational performance across 250+ global sites, ensuring the reliability, security, and availability of mission‑critical systems that power intelligence production and global defense operations.

You will partner closely with the Program Manager, Deputy Program Manager, service leads, and Government counterparts to ensure seamless execution of enterprise operations—including server compute, storage, virtualization, network services, end‑user environments, data center operations, identity and access management, patching, monitoring, and incident response. Your leadership ensures the Defense Intelligence Enterprise remains connected, resilient, and mission‑ready.

HOW AN OPERATIONS MANAGER WILL MAKE AN IMPACT

  • Lead day‑to‑day IT operations for the DoDIIS Enterprise, ensuring 24/7/365 availability, performance, and reliability across all CIS service towers
  • Oversee global Tier 2/Tier 3 operational teams supporting server compute, storage systems, load balancing, virtualization, PKI, patching, monitoring, database services, endpoint services, and data center operations
  • Direct the response to high‑visibility outages and critical incidents, including triage, escalation, root cause analysis, and implementation of corrective actions
  • Partner with engineering teams to integrate new technologies, upgrades, and enhancements into steady‑state operations with minimal disruption
  • Drive alignment with ITIL/ITSM processes—including Incident, Problem, Change, and Configuration Management
  • Maintain operational dashboards, metrics, and reporting to Government leadership; ensure compliance with SLAs, KPIs, and performance objectives
  • Manage operational documentation, SOPs, work instructions, configuration baselines, and runbooks to ensure consistent and repeatable service delivery
  • Coordinate across CONUS and OCONUS sites to maintain enterprise operational readiness, service continuity, and security posture
  • Ensure adherence to the client, DoW, and IC policies—including cybersecurity (RMF), vulnerability management, policies, supply chain security, and audit requirements
  • Lead continuous service improvement initiatives, leveraging automation, monitoring, analytics, and operational best practices
  • Provide leadership, mentoring, and direction to geographically dispersed teams supporting mission‑critical operations
  • Support planning, scheduling, and coordination of upgrades, maintenance windows, and enterprise service changes

WHAT YOU’LL NEED TO SUCCEED

Required:

  • CLEARANCE: Active TS/SCI with CI Polygraph
  • EDUCATION: Bachelor’s degree in IT, engineering, cybersecurity, management, or related field
(Additional years of experience may be substituted for degree)
  • 8+ years of experience managing enterprise IT operations or mission‑critical IT service delivery
  • 5+ years of experience leading operations teams within the DoW, Intelligence Community, or federal environments
  • Proven experience managing large‑scale, multi‑site operations environments
  • Strong understanding of enterprise IT domains: server compute, storage, networking, virtualization, monitoring, patching, identity services, and data center operations
  • Hands‑on experience with ITIL/ITSM practices and operational governance
  • Strong communication, crisis management, and stakeholder engagement skills
  • Demonstrated ability to manage distributed technical teams across dispersed locations
  • US citizenship required
  • LOCATION: Onsite

Preferred:

  • ITIL v4 Foundations certification
  • Experience supporting the client, DoDIIS, or IC enterprise operations
  • Familiarity with CMMC, NIST 800‑53, policies, and RMF processes
  • Experience using ServiceNow/Service Central, SolarWinds, SCOM, or similar enterprise monitoring and workflow systems
