Job Description

Deputy Program Manager

Opportunity to join a mission‑critical Department of Homeland Security (DHS) program delivering cyber exercise planning, execution, analysis, and operational support. In this role, you will help design realistic cyber scenarios, evaluate stakeholder preparedness, and produce insights that inform the DHS national cybersecurity mission. Your expertise will directly contribute to improving response capability, enhancing resilience, and supporting DHS's strategic initiatives across the nation.

MEANINGFUL WORK AND PERSONAL IMPACT
As part of the program team, you will:

  • Support the full lifecycle of cybersecurity exercise development, from concept design to post‑exercise analysis.
  • Develop injects, scenarios, and materials for tabletop, functional, and full‑scale cyber exercises.
  • Coordinate with CISA, federal agencies, SLTT governments, and critical infrastructure partners to align exercise content with real‑world threats.
  • Facilitate exercise execution, including briefings, data collection, and operational support.
  • Assess performance, analyze results, and develop after‑action reports and improvement plans.
  • Provide recommendations to enhance cyber preparedness, response coordination, and operational playbooks.
  • Translate mission needs into functional, repeatable exercise constructs.
  • Support governance, documentation, reporting, and quality assurance for exercise products and delivery.
  • Performs personnel actions including hiring and performance evaluation.
  • Directs program activities to meet client and organization work objectives and serves as a liaison with clients to coordinate activities, negotiate tasks, and solve problems.
  • Assures quality of program products, services, and deliverables, including participating in reviews, audits, and site visits.
  • Develops, reviews, and approves exercise support plans, schedules, and other program documents.
  • Prepares and provides various reports and technical reviews to senior management as requested.
  • Responsible for organizing, directing, and managing aspects of contract operational support functions involving multiple complex and inter-related project tasks that often require managing teams of personnel.  
  • Consult with customer and contractor personnel to formulate and review task plans and deliverables, ensuring conformance with program and project task schedules and costs and contractual obligations. 
  • Establish and maintain technical reports to show progress of assigned projects to management and customers.
  • Organize and assign responsibilities to subordinates and oversee the successful completion of assigned tasks
  • Participates in special projects as required.

WHAT YOU’LL NEED TO SUCCEED

  • Experience working with or knowledge of DHS and the Cybersecurity and Infrastructure Security Agency (CISA) Exercises sub-division and the National Cyber Exercise Program.
  • Experience in developing and executing cyber exercises utilizing HSEEP.
  • Expert written and verbal communication skills with customer service focus.
  • Strong and demonstratable leadership abilities.
  • Problem Solver.
  • Experience in a rapidly paced, time sensitive, high-quality environment.
  • Proven ability to multi-task, prioritize commitments, and manage time effectively including attention to detail.
  • Expertise using Microsoft Office applications including Outlook, Word, Excel, PowerPoint, and SharePoint.
  • Ability to respond to urgent and sensitive requests for information in a timely manner.
  • Flexible, self-motivated, and able to adapt to changing circumstances.
  • Time management and organizational skills.

PREFERRED EDUCATION AND EXPERIENCE

  • BS/BA Degree
  • 5+ years of relevant experience
  • Clearance: TS/SCI required.

Salary and Benefit Information

The likely salary range for this position is $131,750 - $178,250. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
