Job Description

GDIT is Your Place

Make it your own by discovering new ways to apply the latest technology and processes. Own your opportunity at GDIT and be a meaningful part of improving how agencies operate. Our work depends on an experienced OPTN Case Manager joining our team to support the Health Resources and Services Administration (HRSA).

Program Overview

The Health Resources and Services Administration (HRSA) aims to improve health outcomes by enhancing access to quality services, developing a skilled health workforce, and implementing innovative programs that benefit geographically isolated, economically or medically vulnerable populations. HRSA focuses on increasing health equity and strengthening local health systems through initiatives such as community health centers, the Organ Procurement and Transplantation Network (OPTN), the Ryan White HIV/AIDS Program, and support for maternal and child health.

Position Summary

At GDIT, we foster a people-centric environment. The OPTN Case Manager serves as the primary coordinator for monitoring, compliance, patient safety, and performance improvement activities involving OPTN member institutions, including transplant hospitals, Organ Procurement Organizations (OPOs), and histocompatibility laboratories.

This role is responsible for managing the complete case management lifecycle, including intake, triage, investigation, tracking, analysis, review, resolution, and follow-up. The Case Manager collaborates with HRSA, OPTN committees, member organizations, and contractors to investigate potential policy violations, evaluate patient safety concerns, assess member compliance, and support corrective actions and process improvements.

The ideal candidate combines clinical expertise, case management experience, project coordination skills, strong analytical abilities, attention to detail, and the ability to effectively manage complex case reviews involving multiple stakeholders.

Key Responsibilities

Case Management & Clinical Review

  • Manage the secure intake and documentation of patient safety and compliance cases from all reporting sources.
  • Assess newly submitted cases for severity, urgency, complexity, and potential patient impact.
  • Develop case review plans, including timelines, data requirements, and stakeholder involvement.
  • Conduct comprehensive and well-documented case reviews to ensure fair and consistent evaluation of compliance and patient safety concerns.
  • Coordinate information gathering, documentation reviews, interviews, and other activities required to evaluate assigned cases.
  • Escalate cases as appropriate and coordinate external reviews with organizations such as the Centers for Medicare & Medicaid Services (CMS).
  • Monitor and track implementation of corrective actions, including Corrective Action Plans (CAPs).

Case Coordination & Stakeholder Management

  • Coordinate case-related activities among HRSA, OPTN committees, member organizations, contractors, and other stakeholders.
  • Facilitate communication among stakeholders throughout the case lifecycle.
  • Ensure stakeholders receive timely updates regarding case status, documentation requirements, and follow-up activities.
  • Document stakeholder roles, responsibilities, and coordination requirements associated with assigned cases.
  • Support implementation of case review plans and resolution activities.
  • Participate in cross-functional meetings and stakeholder engagements related to case review and compliance activities.

Compliance, Quality, and Process Improvement

  • Analyze case information to identify trends, patterns of non-compliance, operational risks, and patient safety concerns.
  • Develop recommendations for process improvements, policy enhancements, educational initiatives, and corrective actions.
  • Provide insights and recommendations to HRSA and other stakeholders regarding compliance risks and mitigation strategies.
  • Support continuous quality improvement initiatives related to case management workflows and oversight processes.
  • Review historical case data and operational findings to identify opportunities for process improvement.
  • Recommend strategies to strengthen oversight, accountability, and compliance among OPTN member organizations.

Project Coordination & Administration

  • Manage multiple concurrent cases and priorities while ensuring timely progression and resolution.
  • Track case milestones, deliverables, deadlines, and follow-up activities.
  • Coordinate activities with internal teams, contractors, and external stakeholders as necessary to support case review and resolution.
  • Maintain accurate documentation of case activities, findings, and outcomes.

Documentation, Reporting & Record Management

  • Ensure appropriate handling, redaction, storage, and transfer of sensitive information and records.
  • Maintain accurate and complete case documentation in accordance with established procedures.
  • Develop and maintain case tracking tools and systems to monitor case status, metrics, milestones, and outcomes.
  • Prepare recurring and ad hoc reports for HRSA, OPTN committees, and other stakeholders.
  • Draft comprehensive case reports summarizing findings, decisions, recommendations, and follow-up actions.

Technical & Data Management

  • Utilize case management and tracking systems to maintain accurate records and reporting.
  • Analyze case and operational data to support decision-making and trend identification.
  • Ensure stakeholders have timely access to information needed to support case review and resolution activities.
  • Support enhancements to case tracking, reporting, and workflow management tools.
