Job Description

Join GDIT to support the Department of Veterans Affairs (VA) through our Network, Engineering, Design, Implementation, and Infrastructure Support (NEDIIS) program. As a Transition Manager – Telecom / IT Services, you will deliver secure, scalable IT and telecom capabilities across VA’s enterprise. This role supports the VA Office of Information Technology (OIT), enabling adaptable, reliable, and mission‑critical services for veterans nationwide.

HOW THE TRANSITION MANAGER – TELECOM / IT SERVICES WILL MAKE AN IMPACT:

  • Lead end to end transition of telecom/IT services, systems, and projects from design/implementation teams into operational environments with minimal disruption.

  • Manage transition strategies, scope, timelines, milestones, and resource plans for all telecom/IT service transitions.

  • Coordinate across infrastructure, network engineering, operations, and service teams to ensure quality, timely delivery of designs and operational readiness.

  • Oversee documentation, training, operational procedures, and handoff to NOC/service operations.

  • Identify, evaluate, and architect best of breed technologies aligned with VA standards and enterprise architecture.

  • Work directly with customers and stakeholders to gather requirements, deliver solutions, and support incremental revenue opportunities.

  • Support TIC gateway design, configuration, implementation, technical refresh activities, and configuration reviews.

  • Provide Tier IV escalation support for telecom and IT operational issues.

  • Ensure compliance with applicable frameworks, including NIST SP 800 53/RMF, Zero Trust/TIC 3.0, FedRAMP, and ATO sustainment.

  • Lead work in multi vendor/SIAM environments, coordinating cross domain changes and incident “swarming.”

WHAT YOU’LL NEED TO SUCCEED:
Education: Bachelor’s degree in Telecommunications, IT, Engineering, or Computer Science; four additional years of experience may be substituted for a degree.

Required Experience:

  • 5+ years of experience (10+ years desired) in telecom or IT operations delivering enterprise voice, video, data, and messaging services.

  • Previous experience supporting large-scale U.S. government agencies / customers

  • Must be willing and able to support 24×7×365 operations and incident bridge participation.

  • Have hands on experience with TIC 3.0, gateway security, IPS/IDS, and DNS filtering.

  • Lead SD WAN migration, WAN provisioning, and telecom circuit transitions.

  • Manage BPE/S2S VPN transitions and external partner connectivity.

  • Produce required transition reports, SOP updates, and readiness documentation.

  • Meet Tier 2 → Tier 4 background investigation requirements and hold ITIL + CCNA/CCNP level expertise.

  • Proven experience (5+ years preferred) managing service transitions within enterprise Telecom/IT environments.

  • Extensive experience (5–10+ years) in hybrid cloud/on prem telecommunications architecture and engineering with hands on delivery.

  • Three or more years supporting regulated or federal telecommunications environments.

  • Strong understanding of telecom/IT infrastructures, systems, and service delivery models.

  • Experience applying ITIL service management practices.

  • Demonstrated experience transitioning new telecom services into operations successfully.

  • Demonstrated experience managing the transition from project delivery into NOC/service operations.

  • Extensive experience (5–10+ years) with network monitoring tools (SolarWinds, Splunk, DataDog, Wireshark, AppDynamics).

  • Experience working with NIST SP 800 53/RMF, Zero Trust/TIC 3.0, FedRAMP, ATO sustainment, and compliance/audit support.

  • Experience leading in multi vendor/SIAM environments with shared KPIs and coordinated incident response.

  • Proven experience (5+ years preferred) managing service transitions within enterprise Telecom/IT environments.

  • Extensive experience (5–10+ years) in hybrid cloud/on prem telecommunications architecture and engineering with hands on delivery.

  • Three or more years supporting regulated or federal telecommunications environments.

  • Strong understanding of telecom/IT infrastructures, systems, and service delivery models.

  • Experience applying ITIL frameworks and service management methodologies.

  • Demonstrated experience transitioning new telecom services into operational support teams.

  • Demonstrated experience managing the transition from project delivery into NOC/service operations.

  • Extensive experience (5–10+ years) with network monitoring tools such as SolarWinds, Splunk, DataDog, Wireshark, and AppDynamics.

  • Experience working with NIST SP 800 53/RMF, Zero Trust/TIC 3.0, FedRAMP, and ATO sustainment, including successful audit and compliance support.

Technical Skills:

  • Telecom/Network Infrastructure: WAN/LAN, MPLS, SD WAN, fiber/broadband, NOC operations

  • Cloud Platforms: AWS and Azure (GCP/OCI a plus); IAM/Entra ID, Organizations, Control Tower/Landing Zones, Transit Gateway/vWAN, PrivateLink/Endpoints, Key Management, security and monitoring services

  • Networking & Identity: VPC/VNet, hub and spoke, SD WAN integration, DNS, NAT, firewalls, service mesh, SSO (SAML/OIDC), PIV/FIDO2, JIT/PIM/PAM

  • Security & Compliance aligned to federal standards

  • Cost & Performance (FinOps fundamentals): commitment planning, autoscaling, right sizing, storage tiering, and performance tuning

Skills and Abilities:

  • Collaborate across internal teams and customer groups to develop strategy and guide implementation.

  • Build strong technical relationships with leaders and technology partners.

  • Communicate project status, technical trends, and impacts effectively.

  • Research emerging technologies, run pilots, evaluate vendors, and develop business cases.

  • Support escalations, assess technical issues, and recommend solutions.

  • Mentor and train staff on processes, technology, and soft skills.

  • Develop test plans, project timelines, and functional requirements.

  • Contribute to budgeting and assess financial implications of technology decisions.

  • Stay current on infrastructure technologies and industry trends.

  • Guide evaluation, selection, and deployment of new technology solutions.

Location: Hybrid, based out of Martinsburg, WV or other VA offices in other locations.

Salary and Benefit Information

The likely salary range for this position is $114,750 - $155,250. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
