GDIT Appoints Former Judiciary Cloud Technology Chief Robert Morse as Senior Solutions Architect

FALLS CHURCH, Va. – General Dynamics Information Technology (GDIT), a business unit of General Dynamics (NYSE:GD), announced today the appointment of Robert Morse as a senior solutions architect. Morse will be responsible for delivering information technology (IT) services to support the federal judiciary’s mission needs and strengthening customer relationships.

“Bob has extensive expertise developing innovative software products, applications and service offerings for various federal agencies,” said John Ludecke, vice president and general manager, Federal Civilian Agencies. “His technical and business management skills will be critical in providing better, faster and more efficient IT services to the judiciary.”

Morse has more than 30 years of experience in the federal government leading IT organizations in the executive and judicial branches. Prior to retiring from federal service, he was the director of the Office of IT Services Management at the National Institutes of Health (NIH), providing strategic direction and operational oversight for a broad portfolio of IT services, including network operations, hosting and storage services, unified communications, high performance computing, and the NIH Technology Operations Center. Morse’s efforts included securing funding and overseeing efforts to modernize several critical enterprise systems at NIH, as well as playing a key role in strengthening and improving the overall security of the technology infrastructure.

For fifteen years, Morse held a variety of senior leadership roles at the Administrative Office of the U.S. Courts, including serving as the executive in charge of the federal judiciary’s cloud computing program. He oversaw the development and implementation of a judiciary-wide private cloud and shared virtual desktop infrastructure, providing a secure, reliable and cost-efficient platform. By broadly engaging with the courts and establishing strategic partnerships with industry, he ensured that innovative technologies were delivered to support court operations on-time and within budget.

Previously, Morse served in a series of analytical and technical positions, including serving as the program manager of the Operations and Actuarial Systems Division at the Pension Benefit Guaranty Corporation and as a statistician on the consumer price index program at the Bureau of Labor Statistics. He began his career as an active-duty officer in the U.S. Navy in the nuclear power program and holds bachelor’s and master’s degrees in mathematics from the University of Maine. He is a credentialed Project Management Professional (PMP)®, holding certifications in project management and IT service management.
