GDIT is seeking an experienced Senior Program Manager –Real-World Data/ program leader for an upcoming opportunity at NIH to support large-scale real-world data initiatives. In this role you will be accountable for overall program execution and delivery, budget and personnel management, and customer satisfaction. You will provide strategic advisement to our clients, their partners, and our team. You will lead multidisciplinary teams in delivering RWD integration, data governance, and secure analytic services. You will champion “Data as a Service” strategy by engineering and optimizing processes, platforms, and collaborations. The ideal candidate will have demonstrated experience developing and leading RWD programs in a dynamic, fast paced research environment. Exceptional oral and written communication skills are essential for success as is the ability to juggle multiple high priority initiatives simultaneously.
HOW A SENIOR PROGRAM MANAGER-REAL WORLD DATA WILL MAKE AN IMPACT:
Serve as a strategic advisor to our clients, their partners, and our team in establishing a RWD strategy that enables linkage and integration of diverse data types with research access supported through secure, collaborative cloud-based enclaves
Lead multidisciplinary teams in delivering RWD integration, data governance, and secure analytic services, including EHR, claims, clinical, biomedical, or molecular research datasets.
Champion “Data as a Service” strategy by engineering and optimizing processes, platforms, and collaborations for agile, on-demand data access.
Design, track, and execute actionable program plans that translate complex policy, scientific, and privacy requirements, ensuring compliance with Government agency, HIPAA, and PII/PHI protections.
Direct integration of Government and external research data using secure enclaves, FedRAMP-moderate (or higher) cloud solutions, and modern architectures.
Facilitate governance, cross-functional collaboration, and transparent communication across Government agencies, contractors, data source owners, and research partners.
Support the growth of the FedHealth division by developing and maintaining high quality relationships with customers and partners, ensuring alignment with the National Institutes of Health's strategic direction.
Establish robust infrastructure for researcher support, training, and documentation.
Lead continuous improvements in data quality, process/workflow automation, and compliance
Manage staff, cost, schedule, and outcomes
HOW WILL A SENIOR PROGRAM MANAGER – REAL-WORLD DATA MAKE AN IMPACT:
Education: Master’s degree in a scientific, technical, or clinical field.
Minimum of 10 years of relevant experience (federal, consulting, or large-scale research leadership).
Proven record managing multimillion-dollar, multi-year federal research, large-scale data management, informatics, clinical, or biomedical portfolios with large, multidisciplinary teams of 25 FTEs or larger.
A demonstrated intimacy across the agency, with a special emphasis on understanding the National Institutes of Health's strategic direction, along with strong business acumen to drive program and business growth.
In-depth experience with Real World Data including CMS claims, EHR/clinical data, data linkage, DUA workflows, longitudinal and administrative data, and diverse research data types (molecular, imaging, digital health).
Knowledge and practical experience in privacy-preserving record linkage, data encryption, and compliance with Government health agencies, HIPAA, CMS, PII/PHI, and human subject’s protections
Security Clearance: Able to obtain and maintain a Government T4 Public Trust or higher. Must be authorized to work in the United States
Location: Hybrid / Washington DC metropolitan area preferred
PREFERRED:
Advanced degree (PhD, MD, or equivalent a scientific, technical, or clinical field).
Familiarity with clinical/biomedical/biological modeling and AI/ML approaches
Experience with machine learning algorithms and their applications in biological and clinical research
Experience with cloud computing platforms and tools (e.g., AWS, Azure, Google Cloud, Oracle Cloud)
Previous experience with Government health agencies (e.g., HHS, NIH, FDA, CDC, etc.)

The likely salary range for this position is $198,050 - $267,950. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
